האם נהרג מחמד דף המפקד של גדודי עז א- דין אלקסאם ?
נכון לכתיבת דווח זה לא ברור האם מחמד דף, מפקד גדודי עז א-דין אלקסאם, נהרג בתקיפת חה"א הישראלי בעזה ב -19 אוגוסט 2014. דוברים רשמיים של חמאס הודיעו כי דף לא נהרג בתקיפה. מצד שני, בדיווחים ברשתות תקשורת זרות נטען, כי חוגי מודיעין ישראלי מסרו באופן בלתי רשמי שדף ככל הנראה אכן נהרג בתקיפה.
בפעולות של חיסול של יעדים המוגדרים כבעלי חשיבות ראשונה במעלה, חייבים להתקיים שני תנאים לביצוע: תנאי אחד הוא מודיעין מבצעי באיכות גבוהה ביותר בזמן אמת. התנאי השני הוא ההערכה שההישג הגלום בחיסול עולה על הנזקים ההסברתיים וההשלכות המשפטיות שעלולות לפגוע בישראל כתוצאה לפגיעה הבלתי מידתית באזרחים במהלך החיסול.
נסיון החיסול של דף משתייך לקטגוריה של פעולות חיסול שביצעה ישראל בעבר כמו חיסולו של מזכ"ל ארגון חזבאללה עבאס מוסאוי (פברואר 1992) במהלכו נהרגו גם אשתו ובנו, וכן בחיסולו של המפקד הצבאי של חמאס צלאח שחאדה (יולי 2002) במהלכו נהרגו 14 אזרחים ובהם ילדים.
האם מחמד דף נהרג?
כדי לענות על שאלה זו ראוי לשים לב לכמה דברים:
ראשית, סימנים שונים יכולים להעיד על כך שדף שהה בבנין שהותקף. העובדה שאשתו ובנו שנהרגו בתקיפה שהו בבית, העובדה שעוצמת ההפצצה מצביעה על כך שבעצם לא הבנין היה היעד אלא מה שמתחתיו – ככל הנראה חדר פיקוד ושליטה מבוצר היטב, והעובדה שבן ההרוגים לתקיפה (נכון לעתה מדווח על שישה הרוגים) גם בכיר צבאי נוסף של חמאס שהוגדר כ"ראש מערך הרקטות של הארגון" – כל אלה מצביעים על כך שהבית – ומה שמתחתיו – היה מרכז פיקוד ושליטה מרכזי ביותר של חמאס ולפיכך סביר להניח שדף שהה בו.
שנית, ישראל הודתה רשמית כי מטרת התקיפה אכן היתה חיסולו של דף. אולם, עד כה לא היתה שום הודעה ישראלית רשמית ביחס לתוצאות התקיפה. עמדה זו נובעת להערכתי משתי סיבות:
סיבה אחת היא הרצון של ישראל להגן על המקורות הדרך בה נאסף המודיעין למבצע כמו גם מודיעין ביחס לתוצאות המבצע.
סיבה שניה היא הרצון של ישראל לאפשר לחמאס מרחב תמרון.
מהו מרחב התמרון שחמאס זקוק לו? אם היתה מתפרסם אישור רשמי – ישראלי או מצד חמאס – שמחמד דף חוסל, חמאס היה חייב להגיב תגובה צבאית רחבה ומהלך כזה אינו אינטרס של חמאס בעת הזו. למרות שהפסקת האש התרסקה והלחימה חודשה, לחמאס יש עדיין אינטרס לשוב בהקדם לשולחן המו"מ ולא להיקלע להחרפה של העימות הצבאי,משום שמצוקתו של חמאס מחריפה והולכת. לכן, מצב של עמימות שבו מותו של דף אינו מוכרז רשמית מאפשר לחמאס מרחב תמרון רחב יותר. זה יכול להסביר את העמדה הרשמית של חמאס שאינה מאשרת כי דף נהרג. בהקשר אפשרי ראוי לשים לב לכך, שביום שלאחר נסיון החיסול הודיעה חמאס כי תקפה בירי של טיל חוף – ים אסדה לקידוח גז במימי ישראל. ככל הידוע לי להודעה זו אין כל בסיס. יחד עם זאת, העובדה שחמאס בחרה להודיע על פעולה כזו – שהיא חריגה באופיה והשלכותיה בהשוואה למאפייני סבב הלחימה עד כה – בתזמון הזה ראויה לתשומת לב מיוחדת שכן היא הדבר יכול להצביע על רצון של חמאס לאפשר לעצמו – באמצעות יצירת מצג שווא של פעולה כזו - את מרחב התמרון.
שלישית, בשני מקרים תיארו דוברים פלסטיניים את דף כ- "חלל".
רביעית, דובר חמאס הצהיר כי דף יעמוד בראש צבא שישחרר את ירושלים. התבטאות זו מזכירה במובן מסוים התבטאויות שהשמיעו גורמי אלקאעדה לאחר חיסולו של אוסאמה בן לאדן.
הערכה:
להערכתי, מחמד דף אכן נהרג בחיסול
נראה כי בשלב זה ישמרו הן ישראל והן חמאס על עמימות באשר לגורלו של מחמד דף.
יתכן כי בשלב מאוחר יותר ובתזמון מתאים מבחינתו, יצהיר חמאס רשמית על מותו של דף – שיוצג אולי כ"מות שנגרם בשל פציעה".
בביוגרפיה של מחמד דף יש פרט מעניין מאוד. לדף היתה נטיה למשחק. בצעירותו היה דף מעורב בבימוי והצגת מחזות בתיאטרון שפעל במסגרת תא הסטודנטים של האחים המסלמים בעזה.
נראה כי דף ירד מהבימה.
