Greetings from Kuala Lumpur! We are excited to begin another academic year after a successful Fourth IDPP Annual Meeting hosted by University of Malaya from 8-22 August in Kuala Lumpur, Malaysia. We were delighted to welcome over 80 participants from across the ASEAN region and the globe for our largest annual gathering to date that encompasssed a number of new innovative elements this year, including an IDPP Accessible Cyberteaching Workshop and a Multistakeholder Roundtable on Inclusive Education Policy. We are pleased to welcome five fantastic IDPP Fellows and one capacity building participant who began studies to pursue the Master of Public Policy at University of Malaya INPUMA in early September. After spending the summer based in KL on a productive extended mission, I returned to the region on another mission this month to teach the "Development and Public Policy" course at INPUMA and for a series of academic, strategic planning and partnership-building meetings in the region. We have a number of key priorities coming out of our Fourth IDPP Advisory Board Meeting and look forward to working with all of you as IDPP enters its next chapter and helps to build a new thematic network on disability and public policy within the ASEAN University Network. Largest Meeting To Date Offers Innovative Aspects
The IDPP welcomed nearly 80 participants from across ASEAN and around the world to its
Fourth Annual Meeting from 8-22 August hosted by
University of Malaya in Kuala Lumpur, Malaysia. This annual gathering brought together representatives from the
IDPP’s network of 21 universities and outreach organizations in 9 of 10 ASEAN countries and around the world, including:
IDPP Advisory Board and
Executive Committee members;
faculty;
IDPP Fellows;
capacity building participants;
alumni; invited guests; and
staff. This year's event included innovative elements designed to gather IDPP leadership for strategic discussions; deliver academic preparation for five incoming IDPP Fellows and capacity building participants; train faculty at
partner institutions on accessible cyberteaching and teaching to students of all abilities; and conduct multistakeholder discussions on promoting inclusive education in Malaysia and across the region. It also offered an exceptional opportunity to lay the groundwork to begin building a new thematic network on disability and public policy under the
ASEAN University Network, and further mobilize an impressive network that aims to build human capacity development in ASEAN for persons with disabilities and raise awareness of disability issues as Malaysia prepares to take the Chair of ASEAN in January 2015.

2014 IDPP Fellows
IDPP Fellows Pursue U. of Malaya INPUMA MPP
This summer, the IDPP awarded fellowships funded by
The Nippon Foundation to five outstanding leaders in disability policy and advocacy from the ASEAN region to pursue the residential-based
Master of Public Policy (MPP) at
University of Malaya’s International Institute of Public Policy and Management (INPUMA). This third IDPP Fellowship cohort and inaugural cohort to pursue a degree in the region comes from the Philippines, Vietnam and Malaysia and includes two students who are blind; two students who are mobility-impaired; and one student who is deaf. In addition to the five IDPP Fellows, one capacity building participant from the Philippines joins cohort peers in enhancing English language training and taking MPP courses with the aim of becoming a fellow in the coming semester.

Multifaceted Participation at APSA Annual Meeting
Dr. Derrick Cogburn participated in multiple capacities at the
American Political Science Association’s (APSA) 110th Annual Meeting from 28-31 August in Washington, DC. In addition to Editorial Board Meetings for the
Review of Policy Research and
Journal of Political Science Education, Dr. Cogburn was invited to chair the panel “The Politics, Economics and Technologies of Global Internet Governance in a Post-Snowden Surveillance Environment” and presented a paper on the panel entitled "Understanding the Strategic, Functional and Normative Factors Influencing the Restructuring of Post-Snowden Internet Governance". He also spoke on the roundtable “The Digital Revolution and Open Government in the US: Where Do We Stand?” chaired by Dr. Darrell West of The Brookings Institution.

Dr. Nanette Levinson and Dr. Cogburn also convened the APSA Short Course "Critical Success Factors for Designing & Implementing MOOCs" on 27 August at the request of APSA, where he also delivered a meta-analysis of the published literature related to MOOCs, with a second session on "MOOCs and Political Science: Scenarios for 2015 and Beyond" on 29 August.

Acceptances at Prestigious Upcoming Conferences
Research papers led by Dr. Derrick Cogburn have been accepted into a number of prestigious conferences, including the
48th Annual Hawaii International Conference on System Sciences (HICSS-48) from 5-8 January 2015; the
International Studies Association (ISA) Global South Caucus Conference from 8-10 January 2015 in Singapore; and the
ISA 56th Annual Convention in New Orleans from 18-21 February 2015. At the ISA Annual Convention, Dr. Cogburn will serve as chair and participant respectively in two Presidential Theme Panels: "The Global 'Grand Challenge' of Disability and Development: Comparative Implementation of the UN CRPD" and "Why Govern? Rethinking Demand, Purpose and Progress in Global Governance" in addition to paper presentations, roundtable discussions, and serving as a discussant and instructor for junior scholar sessions. At each conference, Dr. Cogburn, IDPP faculty and/or IDPP research team members will present on the IDPP's innovative accessible cyberteaching model; comparative case study on UN CRPD implementation; global governance; technology-enhanced cross-cultural communication; and global virtual teams.
Dr. Cogburn Offers Talk at Multimedia U. Malaysia
Dr. Derrick Cogburn was invited by Dr. Koo Ah Choo, Dean of the
Learning Institute for Empowerment (LiFE) at
Multimedia University Malaysia in Cyberjaya to deliver a public lecture on the IDPP's work of human capacity building in disability policy and accessible cyberteaching on 18 September. The talk, open to the public, was given to senior administration, faculty, researchers, and students in the Chancellory meeting room. The IDPP plans to meet with MUM again during its upcoming November mission and discuss collaborative next steps on working together.
