Executive Director's Corner

IDPP Executive Director Dr. Derrick L. Cogburn (photo)Greetings from Kuala Lumpur! We are excited to begin another academic year after a successful Fourth IDPP Annual Meeting hosted by University of Malaya from 8-22 August in Kuala Lumpur, Malaysia. We were delighted to welcome over 80 participants from across the ASEAN region and the globe for our largest annual gathering to date that encompasssed a number of new innovative elements this year, including an IDPP Accessible Cyberteaching Workshop and a Multistakeholder Roundtable on Inclusive Education Policy. We are pleased to welcome five fantastic IDPP Fellows and one capacity building participant who began studies to pursue the Master of Public Policy at University of Malaya INPUMA in early September. After spending the summer based in KL on a productive extended mission, I returned to the region on another mission this month to teach the "Development and Public Policy" course at INPUMA and for a series of academic, strategic planning and partnership-building meetings in the region. We have a number of key priorities coming out of our Fourth IDPP Advisory Board Meeting and look forward to working with all of you as IDPP enters its next chapter and helps to build a new thematic network on disability and public policy within the ASEAN University Network. 2014 IDPP Annual Meeting

Largest Meeting To Date Offers Innovative Aspects

2014 IDPP Annual Meeting group photoThe IDPP welcomed nearly 80 participants from across ASEAN and around the world to its Fourth Annual Meeting from 8-22 August hosted by University of Malaya in Kuala Lumpur, Malaysia. This annual gathering brought together representatives from the IDPP’s network of 21 universities and outreach organizations in 9 of 10 ASEAN countries and around the world, including: IDPP Advisory Board and Executive Committee members; faculty; IDPP Fellows; capacity building participants; alumni; invited guests; and staff. This year's event included innovative elements designed to gather IDPP leadership for strategic discussions; deliver academic preparation for five incoming IDPP Fellows and capacity building participants; train faculty at partner institutions on accessible cyberteaching and teaching to students of all abilities; and conduct multistakeholder discussions on promoting inclusive education in Malaysia and across the region. It also offered an exceptional opportunity to lay the groundwork to begin building a new thematic network on disability and public policy under the ASEAN University Network, and further mobilize an impressive network that aims to build human capacity development in ASEAN for persons with disabilities and raise awareness of disability issues as Malaysia prepares to take the Chair of ASEAN in January 2015. 2014 IDPP Fellows

IDPP Fellows Pursue U. of Malaya INPUMA MPP

IDPP Fellows at UM photoThis summer, the IDPP awarded fellowships funded by The Nippon Foundation to five outstanding leaders in disability policy and advocacy from the ASEAN region to pursue the residential-based Master of Public Policy (MPP) at University of Malaya’s International Institute of Public Policy and Management (INPUMA). This third IDPP Fellowship cohort and inaugural cohort to pursue a degree in the region comes from the Philippines, Vietnam and Malaysia and includes two students who are blind; two students who are mobility-impaired; and one student who is deaf. In addition to the five IDPP Fellows, one capacity building participant from the Philippines joins cohort peers in enhancing English language training and taking MPP courses with the aim of becoming a fellow in the coming semester. September 2014 Networking & Partnership Mission

SEAMEO SEN group photoDr. Derrick Cogburn is currently on a multifaceted extended mission that includes Istanbul, Bangkok, Kuala Lumpur and Bandar Seri Begawan from 1-30 September 2014. Key events include: presenting at the 2014 Internet Governance Forum hosted by the Government of Turkey; meeting with the Executive Director of the ASEAN University Network Secretariat in Bangkok; multiple meetings with the Southeast Asian Ministers of Education Organization (SEAMEO) Board and leadership; participating in the 2014 Global Economic Symposium in Kuala Lumpur; teaching a series of lectures for his "Development and Public Policy" course at INPUMA; delivering a lecture on disability and public policy at Multimedia University Malaysia; and holding strategic planning meetings with University of Malaya and Universiti Brunei Darussalam. Collaborative Research

Multifaceted Participation at APSA Annual Meeting

American Political Science Association logoDr. Derrick Cogburn participated in multiple capacities at the American Political Science Association’s (APSA) 110th Annual Meeting from 28-31 August in Washington, DC. In addition to Editorial Board Meetings for the Review of Policy Research and Journal of Political Science Education, Dr. Cogburn was invited to chair the panel “The Politics, Economics and Technologies of Global Internet Governance in a Post-Snowden Surveillance Environment” and presented a paper on the panel entitled "Understanding the Strategic, Functional and Normative Factors Influencing the Restructuring of Post-Snowden Internet Governance". He also spoke on the roundtable “The Digital Revolution and Open Government in the US: Where Do We Stand?” chaired by Dr. Darrell West of The Brookings Institution. AU SIS colleague Dr. Nanette Levinson and Dr. Cogburn also convened the APSA Short Course "Critical Success Factors for Designing & Implementing MOOCs" on 27 August at the request of APSA, where he also delivered a meta-analysis of the published literature related to MOOCs, with a second session on "MOOCs and Political Science: Scenarios for 2015 and Beyond" on 29 August. Acceptances at Prestigious Upcoming Conferences

International Studies Association logoResearch papers led by Dr. Derrick Cogburn have been accepted into a number of prestigious conferences, including the 48th Annual Hawaii International Conference on System Sciences (HICSS-48) from 5-8 January 2015; the International Studies Association (ISA) Global South Caucus Conference from 8-10 January 2015 in Singapore; and the ISA 56th Annual Convention in New Orleans from 18-21 February 2015. At the ISA Annual Convention, Dr. Cogburn will serve as chair and participant respectively in two Presidential Theme Panels: "The Global 'Grand Challenge' of Disability and Development: Comparative Implementation of the UN CRPD" and "Why Govern? Rethinking Demand, Purpose and Progress in Global Governance" in addition to paper presentations, roundtable discussions, and serving as a discussant and instructor for junior scholar sessions. At each conference, Dr. Cogburn, IDPP faculty and/or IDPP research team members will present on the IDPP's innovative accessible cyberteaching model; comparative case study on UN CRPD implementation; global governance; technology-enhanced cross-cultural communication; and global virtual teams.

Dr. Cogburn Offers Talk at Multimedia U. Malaysia

Multimedia University Malaysia group photoDr. Derrick Cogburn was invited by Dr. Koo Ah Choo, Dean of the Learning Institute for Empowerment (LiFE) at Multimedia University Malaysia in Cyberjaya to deliver a public lecture on the IDPP's work of human capacity building in disability policy and accessible cyberteaching on 18 September. The talk, open to the public, was given to senior administration, faculty, researchers, and students in the Chancellory meeting room. The IDPP plans to meet with MUM again during its upcoming November mission and discuss collaborative next steps on working together.

Welcome Fellows & Capacity Building Participant!

Mr. James Chua
Mr. Chua is an English and Science teacher at The Community Service Centre for the Deaf in Kuala Lumpur as well as secretary of the Deaf Club Committee at YMCA Kuala Lumpur and a volunteer and coach for Swim in 12 Malaysia. His career goals include working to promote educational literacy for people who are deaf and establishing himself as a leader in the advocacy and training communities for PWDs.

Mr. Erick Marco Ramos
Mr. Ramos served as a field researcher with the Special Education Fund Impact Assessment Research Project at The Asia Foundation. He also volunteered as an English and assistive technology instructor and lead trainer for ATRIEV Computer Services for the Blind. He graduated Magna Cum Laude from Philippines Normal University with a bachelor’s degree in Secondary Education and received a Global Undergraduate Exchange Program scholarship from the U.S. Department of State and Philippine-American Educational Foundation to study abroad in the US during his undergraduate career.

Mr. Muhammad Fadhlullah Bin Sharuddin 
Mr. Muhammad Fadhlullah Bin Sharuddin is the assistant director of the Disability Services Unit at the International Islamic University of Malaysia. His career goals include developing a disability research center in Malaysia and working to create more supportive employment policies for PWDs in Malaysia.

Ms. Thi Hieu Luu
Ms. Thi served as project assistant for the USAID-funded Vietnam Assistance for the Handicapped Program of Comprehensive and Integrated Support for Persons with Disability. Her career goals include promoting the implementation of disability policies in Vietnam to change society’s perspective of PWDs.

Mr. Hoang Vinh Tam 
Mr. Hoang completed his bachelor’s degree in English at the Open University in Ho Chi Minh City, Vietnam and has work experience at Nguyen Dinh Chieu, the only school in Ho Chi Minh City dedicated to educating children who are blind. His career goals include working to improve access of PWDs in Vietnam to educational and social services, as well as promoting inclusive education policies, particularly in Vietnam's rural areas.

Ms. Jane Derecho
Ms. Derecho was a special education teacher at Progressive Learning Activities for the Young in Iloilo City, Philippines. She serves as a National Council Member of the National Anti-Poverty Commission for Youth and Students in the Philippines. She was chosen as the country representative to the 2011 International Study Program for Global Challenges of Youth with Disabilities in South Korea and served as a country representative to the 2012 Ambassadors of Goodwill for Children with Special Needs in the Netherlands. Her career goals include working to better implement policies pertaining to the discrimination of PWDs.

Born as an initiative of The Nippon Foundation, the Institute on Disability and Public Policy for the ASEAN Region promotes the analysis and understanding of public policies for persons with disabilities.

We contribute to the vision of an ASEAN region that is inclusive, barrier-free and rights-based, where persons with disabilities are leaders in the determination of their own destinies.
