Today HUD Secretary Julian Castro announced the National Disaster Resilience Competition (NDRC), which will competitively award nearly $1 billion of Disaster Recovery funds to eligible communities to help them rebuild in a manner that makes them more resilient to future disasters.
Between 2011 and 2013, more than two-thirds of all US Counties experienced major natural disasters. As a result, we are all realizing just how vulnerable we are – not only to the damage brought on by extreme events, but to the long process of economic rebuilding that comes with recovery.
The NDRC will require thoughtful, evidence-based practice, considering the latest findings regarding disaster resilience, including the range of possible effects of climate change and other risks on the target geography during the useful life of any proposed project.
Sixty-seven state and local governments are eligible to apply for the general pool of NDRC funding, totaling about $817M. Some communities affected by Hurricane Sandy may apply for a pool of $181M set aside for that region. The list of eligible applicants is provided in the NDRC Notice of Funding Availability (NOFA), available as described below.
In addition, HUD is partnering with Rockefeller Foundation to provide additional support on disaster and climate resilience issues. This partnership builds on the success of Rebuild by Design, in which philanthropy and HUD coordinated efforts to generate innovative, citizen-driven concepts for resilient disaster recovery. Rockefeller will provide targeted technical assistance to eligible applicants, and general information to the public to support widespread efforts to plan for a more resilient future.

HUD has launched two websites: one which will provide updates on the NOFA, and a second which will provide more general disaster and climate resilience research and resources targeted to support not only eligible applicant communities, but a more general audience as well.
