Should Oregon Issue Drivers Cards
 To Those Who Cannot Prove
Legal Presence

There is considerable room for energetic debate since a truly significant issue is at the center of attention.
 
Salem City Club’s fourth and final election debate puts the spotlight on Ballot Measure 88. The Legislation embodied in Measure 88 – Senate Bill 833 – amends the Oregon Vehicle Code to allow the state to issue limited purpose driver cards to qualifying Oregon residents as proof of driving privileges.
 
Protect Oregon Drivers Licenses (the NO campaign) challenges the wisdom and rationale of the driver card legislation, arguing little or no benefit to road safety. Of special concern to those opposing the legislation is the absence of a requirement to provide proof of legal presence in the U.S. – a change from previous requirements. Safe Roads Yes on 88 (the YES campaign) asserts Senate Bill 833 will in fact make roads safer and disputes the relevance of proof of legal presence to permitting driver privileges.
 
Defeat of Measure 88 will overturn Senate Bill 833 that was scheduled to take effect on January 1, 2014. If Measure 88 passes, SB 833 is upheld and the law will take effect on December 4th, 2014.
 
Matt Swanson will speak in favor of Measure 88. He is the Executive Director, SEIU Oregon State Council, Service Employees International Union. His current responsibilities include community outreach and attention to a range of policy matters including immigration, retirement and ballot measures. He has held a number of union positions (AFL-CIO, UFCW, American Federation of Teachers, SEIU) of increasing responsibility with a focus on community, union, and political organization. Matt attended the University of Oregon and is a graduate of South Salem High School.
 
Cynthia Kendoll will speak against Measure 88.
She joined Oregonians for Immigration Reform (OFIR) in 2008, and the OFIR Board in 2010. She has served as OFIR President since 2011. Cynthia was a Chief Petitioner for a referendum to overturn SB 833, and is the Authorized Agent and statewide campaign manager for Protect Oregon Driver Licenses and the NO on 88 campaign. She serves on the Advisory Board of the Colorado Alliance for Immigration Reform. Ms. Kendoll is a native Oregonian.
