Conservation District Ordinance Meeting


The Conservation District Ordinance is coming before the City’s Zoning and Planning committee on Thursday October 9th. This new ordinance is intended to help support grassroots efforts and allow property owners to organize to better conserve physical aspects of highly valued areas of the city through the use of guidelines tailored to protect desirable characteristics of older areas that may not qualify for historic district status. The committee meets at 9:30 am at City Hall. 

35W Update


The Marcy Holmes Neighborhood Association challenge of sound walls along I35W continues to have consequence.
As many of you know, MnDOT undertook a policy committee to review its regulations. On Sept 23rd the committee recommended a change in MnDOT’s rules for voting to approve/not approve a noise barrier. The text of the proposed change is below: 

B.  Modify policy as follows: If greater than 50% of available voting points are received, use simple majority of those points cast to determine build or don’t build barrier.  If less than 50% of available points are received, re-solicit the non-voters.  After second ballot, less than 25% of the total possible points gathered through both solicitations have responded, then the wall does not get built.  If greater than 25% of the total possible points have responded through both solicitations, use simple majority.

We all deserve a pat on the back for enlarging the public’s input into the governmental rules that govern so many things. And a special tip o' the hat to board member Dick Kavaney who represented MHNA so well at these meetings.
 
If you are wondering about the retaining walls now being constructed along northbound lanes…We, too, were taken aback to see the destruction of all the mature plantings that our neighborhood volunteers had put in 20 years ago.  We held several meetings with MN Dot & Hennepin County about how to move forward and get back to our naturalized plantings. Several board members and a neighborhood Master Gardener suggested a plant, vine and tree list, which has now been approved.  Many of the plants and trees will go in yet this fall; the rest in spring. 

RFP distributed by Marcy-Holmes and the Dinkytown Business Alliance


The Dinkytown business district and the broader Marcy-Holmes neighborhood in which Dinkytown resides have resources for marketing and communications planning and implementation. A joint Dinkytown-Marcy-Holmes task force is soliciting proposals from marketing and communications professionals to create and implement a marketing plan for Dinkytown, and to create a communications action plan for Marcy-Holmes.

2014 Minneapolis Underground Film Festival

The Film Society of Minneapolis St. Paul will sponsor and host the 2014 Minneapolis Underground Film Festival in early October. Film highlights include the 2014 Tribeca Film Festival opener NAS: Time is Illmatic by director One9. The feature length documentary film delves deep into the making of Nas’ 1994 debut album, Illmatic, and the social conditions that influenced its creation. Also premiering at the festival is Joseph Hillel’s prescient documentary portrait of Haiti’s ongoing reconstruction Ayiti Toma: The Land of the Living and writer/director Eddie Mullins pre-apocalyptic comedy Doomsdays, which follows the misadventures of Dirty Fred (Justin Rice) and Bruho (Leo Fitzpatrick), a pair of free-wheeling squatters with a taste for unoccupied vacation homes.

RIVERFRONT ISSUES

NE Minneapolis River Cleanup

Saturday Oct 4, 9 am
Start at Keegan’s Irish Pub, 16 University Ave NE

You’re invited to join the NE Minneapolis River Cleanup. Gather at Keegan’s from 9 to 10:30 am for Kegs and Eggs and to register. The cleanup will run from 11 am to 1 pm, followed by an after party from 1 to 5 pm at Keegan’s, where each participant will receive a token for one free Shift Beer. For information: http://www.keeganspub.com. All proceeds from new Belgium Beer sold that day will benefit the North East Business Association River Clean Up Fund.

Central Riverfront Regional Park Master Planning


Care about our premier Mississippi riverfront park, from Bridge 9 and the Stone Arch Bridge all the way to Plymouth Bridge? 
 
We want you to comment on priorities from the draft plan, including: better gateway to Marcy-Holmes at the Stone Arch Bridge; making people walking and cycling more important than cars on Main Street (while maintaining access to businesses).  
 
Although the Community Advisory Committee (CAC) wrapped up its last decision-making meeting for the Central Riverfront Regional Master Planning project, there are two more opportunities to see the plan's final draft before it goes to the required 45 day open comment period.

On October 7 there will be a final review with the CAC held at the
MPRB Headquarters, starting at 6pm. Like all meetings, this is open to the public.

Then, on October 9th, there will be an official Open House to reveal the draft plan to the public. This will also take place at MPRB Headquarters.

Mississippi River Trail Task Force Meeting

This task force is improving access from all University neighborhoods to our Mississippi River, particularly near the Dinkytown Greenway and between the Stone Arch Bridge and the University of MN.  A plan for improving signage and installing kiosks will be done by year-end.

Sixth Avenue Walk and Care Opportunity

Sixth Avenue Greenway walk and care opportunity. 
 Join us on the Sixth Ave Greenway to do some trimming, preparing for winter; leaving perennials in place helps the winter birds and wildlife survive, while making it look cared for.
 
The Students for Design Activism will be assisting us with a plan for more areas, getting us ready for spring planting.

GENERAL MILLS
As General Mills owns the property next to a large number of 2014 treatment trees, we need to develop a strategy to engage them directly. If you have contacts at General Mills, please bring that information to the meeting. Thank you!

Please contact MHNA Office for map, tree treatment list and plan. The plan refers to options for treatment, and the MHNA board voted to adopt Tier 3.
