ANNUAL MEETING BEGINS THURSDAY

Please join us for our Annual Meeting, we have a great agenda planned.  We will start with a Welcome Reception on Thursday, November 13, at 5:30 p.m. featuring our guest Lt. Governor Todd Lamb, who cast the critical tie-breaking vote for HB 2562.  Please come by to thank him!

On Friday, November 14, we will start off with a breakfast featuring Oklahoma's newly re-elected Governor Mary Fallin.  The General Session speakers include:  Secretary of Energy & Environment Michael Teague, Corporation Commissioner Dana Murphy, Oklahoma Treasurer Ken Miller, Corporation Commissioner-elect Todd Hiett and Oklahoma Attorney General Scott Pruitt.

Our luncheon will feature guest speakers Michael Ming, General Manager of General Electric's Global Research Oil & Gas Technology Center, and Dr. G. Randy Keller, Director of Oklahoma Geological Survey. 

We appreciate our hard working committees!  In order to give them the time they deserve to discuss their important work, our committees will be meeting in our offices throughout the year.

REFINERY MANAGERS MEETING


The Refinery Managers met this week under the esteemed leadership of committee chairman H.J. Reed, Phillips 66. Mr. Reed organized the event as a time for the refinery managers to get to know one another, discuss common issues and to get updates from the agencies that regulate the industry.  The meeting included speakers from the Oklahoma Department of Environmental Quality, OSHA, Oklahoma Department of Labor and the Oklahoma Corporation Commission. Each speaker discussed current regulatory issues and services offered by their agencies. Of special note for the membership were the proposed rule changes in the Fuel Inspections and Storage Tank regulations. The proposals can be found on the Oklahoma Corporation Commission website at: Chapter 15-Fuel Inspection, Chapter 25-Underground Storage Tanks, Chapter 26-Above Ground Storage Tanks

Technical conferences will be held on December 10, 2014, and January 7, 2015.  Comments are due January 16, 2015, and the proposal will go before the Commissioners on February 5, 2015. 
 

GROSS PRODUCTION TAX


The Oklahoma Tax Commission has confirmed that after February 1, 2015, all tax reports must be submitted in the new format or they will be rejected. They have now changed their website to reflect the February 1, 2015, effective date (previously it said “beginning with January 2015 production”).

The Oklahoma Tax Commission will be hosting a demonstration of its new gross production tax reporting system on Thursday, November 13, 2014, from 2:00 p.m. to 4:00 p.m. The demonstration will be held at the Capitol Concourse Theatre. The theatre can be accessed through the Will Rogers Building located at 2401 N. Lincoln Blvd. Oklahoma City, OK. 73105. Capitol Complex Parking information is attached. You will enter through the west entrance of the Will Rogers Building and take the elevators located in the main lobby to the basement. Exit the elevator and take the hallway on the left. There will be signs directing you to the auditorium.

AD VALOREM TAX


An Ad Valorem Tax Committee meeting has been scheduled for December 4, 2015.  They will be discussing legislation on clarification of the “trial de nova”, Canadian County school district property tax information, five-year manufacturing exemption and other exemptions, “affidavit & ex-parte” legislation language passed last session, intangibles, and maybe a new Ad Valorem Director?
 

PROPOSED OCC RULE CHANGES


The Oklahoma Corporation Commission Storage Tank Division is proposing changes to the following rules:

Chapter 15 - Fuel Inspection (notice) (proposed rules)
Chapter 25 - Underground Storage Tanks (notice) (proposed rules)
Chapter 26 - Above Ground Storage Tanks (notice) (proposed rules)
Chapter 29 - Remediation of Petroleum Storage Tank Releases (notice) (proposed rules)

FEDERAL REGISTER


The BIA has proposed a rule to comprehensively update and streamline the process for obtaining BIA grants of rights-of-way on Indian land. The comment period has again been extended to November 28, 2014.
