New CDBG-DR Toolkits
HUD has added 32 new tools to the Community Development Block Grant Disaster Recovery (CDBG-DR) Toolkits to assist grantees in implementing their long-term recovery efforts. Each toolkit has a range of implementation tools such as policies and procedures, checklists, written agreements, and other tools that grantees can adapt for their own programs. The following CDBG-DR Toolkits are available:

CPD Notice 14-017: Guidance for Charging Pre-Award Costs of Homeowners, Businesses, and Other Qualifying Entities to CDBG Disaster Recovery Grants
On July 30, 2013, HUD issued a Notice providing guidance for charging pre-award costs of homeowners, businesses and other qualifying entities to CDBG-DR Grants (CPD 13-05).
CPD Notice 14-017 supersedes the 2013 Notice and further clarifies how federal cross-cutting requirements related to environmental, Davis-Bacon, and Lead-Based Paint requirements apply to Community Development Block Grant Disaster Recovery (CDBG-DR) activities described in this guidance. In particular, this guidance provides clarification of Davis-Bacon prevailing wage requirements and the process that CDBG-DR grantees should use to request a prospective application of Davis-Bacon requirements from the Department of Labor for activities already in progress prior to a beneficiary’s application for federal assistance. This Notice establishes requirements, procedures, and deadlines to be followed CDBG-DR grants awarded under the Disaster Relief Appropriations Act, 2013 (Pub. L. 113-2, enacted January 29, 2013) (the Act).
