Ward 5 City Council Newsletter for November 24, 2014 - Councilmember Jarrett K. Smith
 
Tonight's Monday, November 24, 2014 Takoma Park City Council meeting will include three agenda items that I want to bring to your attention.  While two of the items have been discussed by the Council in a previous meetings,  this evening will be a continuation, with the newest item for City Council discussion being something I believe will be of interest to everyone. These agenda items are:
 
> Discussion and Presentation with Montgomery County Division of Transit Services - Carolyn Biggins, Chief;
> Junction Development Community Benefits & Trade-Offs Presentation; and
> City Dog Park Update.
 
Ride On Bus Discussion
Takoma Park residents have registered complaints with Ride On bus service for many months and even years.  Issues range from poor bus operator customer service, a broken or inaccurate IOS application, late arrivals, bus ''no shows", and heating / cooling not operable during the summer or winter months.  The list seems to be growing with respect to residents complaints therefore, I felt it was a great idea to invite Carolyn Biggins to our City Council meeting to get some of these issues out in the open for real dialogue towards making residents feel more confident about the use of public transportation.  Additionally, this will be an opportunity for Chief Biggins to inform the general public on her future plans and strategies for transit service improvements.  These improvements are crucial in that bus service is vital to many residents of Takoma Park for their daily commute to work, shopping, school, etc.
 
Takoma Junction Development
Discussions about the future development at the Junction continue this evening. This evening,Takoma Park city staff will review the benefits and tradeoffs of various proposals that have been presented for the city owned parking lot.   From the proposals that will be discussed, residents will be able to see the financial impact of these proposals, their feasibility, and be able to have a detailed background review.  All of these aspects will enable City Council and residents the ability to have rich dialogue and arrive at an informed decision.

Dog Park
We will be revisiting our city's the dog park conversation this evening.  City Council decided that Heffner Park will be the site of the very first dog park in our city.  After months of working on a concept plan, conducting a survey, soil borings,  and tree identification, city staff is now prepared to discuss next steps with City Council and Takoma Park residents.

Tidbit
Free Bikeshare Memberships Available - Based on Income Eligibility
Bikeshare is affordable for many - but for some folks it still may be a challenge. Free bikeshare memberships are available for those who meet income eligibility requirements.  The program is called "JARC" - Job Access Reverse Commute. Qualified individuals will receive free membership in Capital Bikeshare and free bike safety training, a free helmet, and route planning.  

 

Do You Qualify? Those who are currently receiving assistance through any Montgomery County social services organizations - or who may qualify through other low income criteria - should contact Commuter Services at (240) 777-8380 or via email mcdot.CommuterServices@montgomerycountymd.gov for a registration form.  Businesses and other organizations are also encouraged to contact Commuter Services at that number if they have interested employees or clients.

Affordable Care Act Insurance Enrollment Deadline December 18

Five Steps to Stay Covered

1) Review:  Plans change, people change. Review your coverage and look for a letter from your plan about how your benefits and costs may change next year.

2) Update: Starting Nov. 19, go to
 MarylandHealthConnection.gov and create a new account and application (even if you had one in 2014). Make sure your household income and other information are up-to-date for next year.

3) Compare: Compare your current plan with other plans that are available in your area.

4) Choose: Select the health plan that
 best fits your budget and health needs.  

5) EnrollMake sure to apply and choose your plan by Dec. 18 to have any financial help you qualify for start Jan. 1.

Then be sure to 
pay your insurance company's bill by the first day of the month you have coverage

First Time Home Buyer Class

If you can make the City's Saturday class, here is an alternative: The Housing and Community Initiatives, which is the non-profit organization that sponsors first time home buyer classes in Montgomery County.  They have an agreement with Montgomery County government and all classes are held in Rockville at 100 Maryland Avenue.  Their schedule shows classes on Wednesday evenings as well as Saturday.  You can register on line.  If the class is full, I would suggest call HCII to be placed on the wait list.  Click here for more information.

If you see a Giant shopping cart in the neighborhood, please call 301-587-3450, press "0" for customer service. They will take the address of the cart. Giant sends someone out every day to pickup errant shopping carts.

Comcast has a low cost Internet service available to anyone meets the following requirements:  Please send to your neighbor who may need this service.  Here is the link. 

Eligibility: A household is eligible to participate in Internet Essentials if it meets all of the following criteria:

   
  o  
Is located where Comcast offers Internet service;
  o   Has at least one child eligible to receive a free or        reduced school lunch as part of his/her enrollment
     in the National School Lunch Program;
  o   Has not subscribed to Comcast Internet service       within the last 90 days;
  o Does not have an overdue Comcast bill or any         unreturned equipment
