HUD Releases New Policy Guidance for CDBG-DR Grantees

HUD has released a new guidance document, CDBG-DR Duplication of Benefit Requirements and Provision of Assistance with SBA Funds. In addition, HUD released Notice CPD-13-05: Guidance for Charging Pre-Award Costs of Homeowners, Businesses, and Other Qualifying Entities to CDBG Disaster Recovery Grants.

CDBG-DR Duplication of Benefit Requirements and Provision of Assistance with SBA Funds

HUD’s guidance on the use of Community Development Block Grant Disaster Recovery (CDBG-DR) and Small Business Administration (SBA) funds contains information on whether grantees can provide CDBG-DR assistance to homeowners and businesses that have declined loan assistance offered by SBA. This guidance is limited to declined SBA loans. It does not address cases in which homeowners or businesses have accepted an SBA loan, which are covered under the general prohibition in the November 2011 Federal Register notice. This document also includes examples of how grantees may incorporate HUD’s guidance into their recovery programs.

Notice CPD-13-05: Guidance for Charging Pre-Award Costs of Homeowners, Businesses, and Other Qualifying Entities to CDBG Disaster Recovery Grants under P.L. 113-2

Notice CPD-13-05 provides procedures and deadlines to be followed when providing CDBG-DR funds to homeowners, businesses, and other qualifying entities for eligible costs they have incurred in response to a Presidentially-declared disaster. This guidance applies only to CDBG-DR funds provided under the Disaster Relief Appropriations Act, 2013 (Pub. L. 113-2, enacted January 29, 2013). Grantees with questions about reimbursement of pre-application costs under any other CDBG-DR appropriation should consult their CPD representatives.
