AN APPEAL TO YOUR REPRESENTATIVES
Dear Friend of the Tea Party,

WHAT WILL IT TAKE TO STOP THIS MISUSE OF YOUR TAX DOLLARS?

NHTPC has been working very hard on an issue that is likely the worst threat to NH's freedom and right to self determination.

But we have a problem.

The 'conservatives' in our NH state legislature don't seem to be getting information we are sending to the Statehouse through their official group mailing address.

Why is this important?

This is important because now is the time period in which the legislature is soliciting ideas for new bills for 2014.

The NH Association of Regional Planning Commissions are poised to use your tax dollars to lobby against you. That's right, we suspect that the RPCs will soon hire a lobbyist through the NHARPC to go to the statehouse to promote changes in order to comply with HUD (regionalism, urbanism, new taxes) when towns accept participation and money from the Granite State Future program and community planning grants. They have had a lobbyist in 2011 and 2012 according to state records.

Here are some of the items for which they plan to lobby.

http://granitestatefutures.org/pdf/2012-2013_Legislative_Policies_and_Priorities_Modified_071912.pdf

As you can see they support regionalism as the new form of government and are seeking to strengthen it and give themselves MORE POWER and more money.

But the good news is YOU have the right to lobby your own State Reps.

WHAT CAN YOU DO?

Go to this page to find out who represents you and send them an email about this issue. It doesn't have to be long, just a reminder that people do not like or want what the RPCs are doing to towns as seen in Pinardville recently.

MOST IMPORTANTLY REMIND THEM THAT STOPPING FEDERAL INTRUSION DONE IN THE NAME OF 'SUSTAINABILITY' IS AGAINST THE NH GOP PLATFORM.
WILL THEY UPHOLD THE PLATFORM OF THE PARTY THEY ARE SUPPOSED TO REPRESENT? (See the section under  Federalism - Oppose laws and programs contrary to our founding principles such as ... "sustainable development" programs.

WHY SHOULD YOU and THEY CARE ABOUT THIS ISSUE?

Here is the crux of the problem for Reps or people who don't get the issue. RPCs are working toward eradicating local control in favor of top down government.

From the official Granite State Future website's 'appendices' of recommended reading:

1. Empowering Urban Counties
The most direct and efficient way to create metropolitan government in the majority of metro areas is to empower urban county government. In this scenario, the county government assumes the functions and responsibilities of the municipal governments within its boundaries, and municipalities are abolished.

2. Consolidating Cities and Counties
This involves creating area-wide governmental units, focusing on consolidating municipal governments with their surrounding county governments.
Consolidation brings unification of the tax base and centralization of planning and zoning.

3. Combining Counties into Regional Governments
This involves combining several counties in the same metropolitan area into
one regional government.

Are you beginning to see what the problem is? If not for the leadership of individuals like Rep John Burt, the people of Pinardville in Goffstown came very close to having GSF take charge in their village.

We need legislation to correct these specific problems:

1) RPCs are another layer of government you and I did not vote for. These are 9 unelected boards over which you and the legislature have NO oversight. Each RPC covers a part of NH so EVERY TOWN IS AFFECTED IN SOME WAY.

2) Their umbrella program, Granite State Future, is a top-down program funded by federal HUD grants that will attempt to control every aspect of your lives. The Granite State Future website on the other hand, says they are a “community-based program starting with a public dialogue about what we want for the future of our communities, our regions, and our state.”

This is a complete lie. The program did NOT start with the community at all. In fact, no one asked for federal government interference, taxes, regulations, or changes in local zoning laws that are inevitable if this plan is not fought and driven out of New Hampshire. They do ask for your 'input' but it is merely for show.

2) Once a town takes HUD money, RPCs make sure they conform to HUD's requirements with special interest groups steering the conversations (corporations, NGOs, and special interest groups, trade associations, commercial entities that stand to benefit etc).

3) RPCs are a layer of top down government that is attempting to override local control in matters of food, health, education, transportation, communication, water rights, and  taxes via the federal government's Sustainable Communities Initiative — which is a jointly managed program between HUD/EPA/DOT
. HUD has made it clear that it will use local zoning laws in order to administer 'social justice' with regard to neighborhoods that it sees as too homogeneously economic or racial.

This is going on all over the country. American Planning Association, a trade association of planners, is fueling the agenda with their manuals and guides for implementation. They even have advice for how to override the protestations of the local government, whom they see as standing in the way of their goals. And President Obama has stepped up the use of the EPA/HUD/DOT to enable these changes without any legislation to justify it.

Here is one statute that could use tightening up with regard to the practice of lobbying for the federal government's interests, using your own tax dollars:

Section 15:5
    15:5 Prohibited Activities. –
    I. Except as provided in paragraph II, no recipient of a grant or appropriation of state funds may use the state funds to lobby or attempt to influence legislation, participate in political activity, or contribute funds to any entity engaged in these activities.

II. Any recipient of a grant or appropriation of state funds that wishes to engage in any of the activities prohibited in paragraph I, or contribute funds to any entity engaged in these activities, shall segregate the state funds in such a manner that such funds are physically and financially separate from any non-state funds that may be used for any of these purposes. Mere bookkeeping separation of the state funds from other moneys shall not be sufficient.

So please, contact your state representatives individually. You can email them or call using the information on the site we listed above. Find out how much they know about Granite State Future and Regional Planning Commissions. We bet you will be shocked to find out how disengaged they are from this process.
