Continuum of Care Registration Submission Deadline TODAY – September 23, 2013 at 7:59:59 PM EDT!

Only 5 hours left until the CoC Registration Deadline!
 
As of 1 PM this afternoon, Monday, September 23, 2013:
  • 313 CoCs have submitted their registration
  • 79 CoCs have started but not submitted their registration
  • 23 CoCs have not yet started their registration in e-snaps
 
The registration deadline is 7:59:59 p.m. Eastern Daylight Time TODAY, September 23, 2013. Registration submission must be received in e-snaps on or before the registration deadline. Failure to submit a registration in e-snaps by the deadline will result in the Collaborative Applicant being unable to access the FY2013 CoC Consolidated Application, which includes the CoC Application and project applications for reallocated projects, renewal projects, CoC Planning projects, and Unified Funding Agency (UFA) costs. Consequently, the CoC will be unable to apply for funds. Therefore, it is imperative that ALL Collaborative Applicants meet this registration deadline. No exceptions will be made.
 
Important:
  • It is the responsibility of the CoC to ensure that Registration is completed. HUD does not intend to issue individual reminders as we have in the past. Several CoCs have responded that the CoC is registered; however, upon investigation the “Funding Opportunity” has been registered. The CoC must complete further steps to submit the registration. If you are not sure if your CoC is registered, review the CoC Registration: Applicant Profile, CoC Registration, and CoC Review instructional guide. Although the document appears lengthy, it is filled with step-by-step instructions with screen shots.  
  • If you are a project applicant and your CoC has not completed Registration, you should immediately contact your Collaborative Applicant to find out the status. If the Collaborative Applicant does not submit a Registration on behalf of the CoC, project applicants will not be able to apply for renewal funds.
Reminders:
  • Collaborative Applicants must complete the annual registration using e-snaps, a web-based portal accessible at www.hud.gov/esnaps. CoC Registration and the CoC Consolidated Application will not be available at www.grants.gov. A successful Registration submission will look like the following screen shot  from the “Submission Summary” page with the following wording:  “This e.form has been submitted:”

  • The CoC Registration process is not for project applicants.
  • Collaborative Applicants will use the GIW to establish the CoC’s FY2013 Annual Renewal Demand (ARD), which must be recorded in the Maximum Funding Need form in e-snaps. The GIW will be used by HUD as the basis for award amounts approved for all eligible renewal projects. Any changes to the GIW after CoC Registration must be approved by the local HUD CPD field office, in consultation with HUD Headquarters, within 7 days after the publication of the FY2013 CoC Program NOFA.
  • The Ask A Question (AAQ) portal on the OneCPD Resource Exchange will only respond to emergency technical support questions (e.g., user is locked out of e-snaps) up to the 7:59:59 p.m. EDT deadline.
