Minister Aims for 'Halfway' in China Trade Talks

Continuing with the efforts of the previous Labor government, Trade Minister Andrew Robb has described free trade talks with China as his “highest priority” and has denied the Abbott government is trying to rush through an agreement.

Speaking to reporters in Shanghai on Wednesday, Mr. Robb said he had cabinet go-ahead to seal free-trade deals with China, Japan and South Korea, and would not compromise on terms.

Prime Minister Tony Abbott has set an ambitious deadline of just 12 months to clinch a free-trade agreement with China.

In August this year, the former Trade Minister Richard Miles who has been a guest of AustCham Beijing, warned that Australia needs to be more mature, “pragmatic and flexible” on its view on foreign investment.

ANZ to Kick Start Bumper Profit Season

Three of Australia's biggest banks are tipped to churn out a profit growth of up to 10 per cent, alongside higher dividends, when they report their annual earnings over the next two weeks; despite the weakening trend engulfing much of the economy.

As investors push bank share prices to record highs, ANZ will kick off the earnings season on Tuesday for the nation's major lenders, with analysts expecting a $6.4 billion full-year cash profit.

All up, financial analysts forecast the majors will reap a collective profit of $27 billion this year, with NAB releasing its results on Friday and Westpac reporting next week.

'Eldergartens' Soothe China's Aging Pain

Nursing homes, which bear more resemblance to kindergartens than traditional elder care facilities, have been sprouting up in China's urban communities.

It's a new approach to relieving China's worries over taking care of its rising aging population.

When they leave for work in the morning, young, and sometimes not so young, people take their parents to the "eldergarten", a health care center inside their residential community, and collect them again after work.

"It's a great relief for the younger generation, especially those from a two-income household like us, to have help taking care of our parents," said Li Yunqin, manager of Yihe's Home, a health care center in Hangzhou, capital of East China's Zhejiang province.

Besides recreational facilities, medical care is readily available.

Requirements Cut for Business Startups

China has removed the minimum capital requirements for registering a new company, among other reforms aimed at lowering the threshold for business startups and stimulating the private economy.

The minimum registered capital requirement of 30,000 yuan ($4,900) to start a limited liability company will be removed, as will the 100,000 yuan requirement for an individual company and the 5 million yuan requirement for an incorporated company.

There will also be no more limitations on the proportion and duration of the paid-in capital, and it will no longer be a matter of business registration. Instead, the amount and duration of registered capital will depend on the founder of the company.

The reforms were announced at an executive meeting of the State Council led by Premier Li Keqiang on Friday.

Think Tank Drafts Financial Reform Plan

Analysts and industry insiders have been calling for deepened financial reform to guarantee healthy and stable economic growth.

Their appeal seems to have been answered in a development plan released on Sunday by the Development Research Center of the State Council, a think tank of the central government.

In the plan submitted to the Third Plenum of the 18th Communist Party of China Central Committee scheduled for November, the think tank lays out a three-phase roadmap for China's reforms. Financial reform includes building a diversified financial system with supportive private financial institutions, internationalization of the renminbi within a decade, and establishing a deposit insurance system, Xinhua reported on Sunday.
