How should the Collaborative Applicant complete 2D-2 in order to get all points associated with this question in the FY 2013 - FY 2014 CoC Program Competition NOFA?

Q. My CoC wants to reallocate funds from an existing renewal project to create a new rapid re-housing project for homeless households with children. However, on form 3E in the FY 2013/FY 2014 CoC Application, when I selected “yes” to question 3E-2 but “no” to question 3E-1, the remaining reallocation forms were not made visible to me. Please advise.
