President's 2015 Budget Going To Congress Today
President Obama is expected to send his FY2015 budget to the Congress later today. The budget is not binding, but serves as a fiscal blueprint for the Administration's priorities for the coming fiscal year. Watch for more details and news reports.

NASL Winter Conference A HIT!
Once again, the NASL Winter Legislative & Regulatory Conference was chock full of insights from top federal officials from the Administration (HHS & CMS) and the US Congress. Midway through the conference, NASL EVP Cynthia Morton presented the 2014 Congressional Leadership Award to Representative Erik Paulsen (R-MN) with the help of fellow Minnesotan and NASL IT Committee Chair John Damgaard.

CMS Seeks DEMPOS Competitive Bidding Input
CMS has issued an Advance Notice of Proposed Rulemaking (ANPRM) and is seeking input on Medicare's methodology for adjusting payments on certain Durable Medical Equipment, Prosthetics, Orthotics & Supplies (DMEPOS) based on its Competitive Bidding program. Major Medicaid Assisted Living/HCBS Regulation Finalized

ONC Proposes Voluntary 2015 Edition EHR Criteria
The ONC proposed rule on voluntary 2015 Edition EHR certification criteria will not require re-certification of software evaluated under 2014 Edition criteria. Nonetheless, the proposal reflects a significant shift in HIT policy, marking the first time certification criteria put forth by the HHS Office of the National Coordinator for Health Information Technology (ONC) is not tied to Medicare and Medicaid EHR incentive programs. It also reflects ONC’s new approach toward more frequent and incremental rulemaking. NASL will solicit feedback and work with the IT Committee to prepare formal comments. Read the proposed rule. March 3 - 7: CMS' National Testing Week for ICD-10
Next week, CMS will conduct virtual tests with registered, current direct submitters (providers and clearinghouses) in preparation for the transition to ICD-10 coding on October 1, 2014. Trading partners will have access to the Medicare Administrative Contractor’s (MACs) and Common Electronic Data Interchange (CEDI) and "real-time help desk support" during the national testing week.
