Parking and Planning White Paper Series

As a result of our recent client interactions and project work, Kimley-Horn has developed several white papers on key parking subjects to assist clients in reviewing current practices or expanding new initiatives.

Four white papers are included in our 2014 series. They will be released throughout the year in each quarterly issue. Our second topic is Residential Parking Permit Programs (RPPPs).

Residential Parking Permit Programs (Increased local parking and/or the introduction of parking charges in business districts, hospitals, colleges, and universities has increased demand for free parking spaces off-site. Residential areas in close proximity to these parking generators often experience “spillover” parking from non-resident vehicles parking in front of their homes. In response to these issues, many municipalities have developed RPPPs to address parking encroachment into residential areas. This paper describes RPPP needs and applications, typical requirements for implementation, and enforcement policies.)

The remaining topics include:
  • Tax Increment Financing
  • Valet Parking Program

Past white paper topics:
Parking in Lieu Fees
