Message from the Chair

Welcome to the latest edition of the Suffolk Local Safeguarding Children Board e-briefing.  There’s a lot to tell you about in terms of what’s been happening since our last edition regarding the work and activity of the Board and its sub-groups, which I’m sure that you’ll find interesting - hence this more lengthy edition!
 
In the meantime, I’m pleased to report that Partners have all signed or are in the process of signing up to the Suffolk Local Safeguarding Children Board (LSCB) Compact, which has been agreed and adopted by partners.  Compact includes a list of 10 Standards which assists agencies and organisations to ensure that they have appropriate policies and procedures, trained staff and safe working practices in place. 
 
I would also like to add my thanks to our partner organisations regarding their continued commitment and their contribution to the LSCB budget for 2014/15; this will enable the work of the Board and its sub-groups to continue to safeguard and promote the welfare of children and young people in Suffolk.

Activities


So, what's happened?

 
  • A review has been undertaken of the LSCB sub-group functions with particular focus on the Communications, Practice and Policy, Missing Children and Child Sexual Exploitation Groups.  To ensure effective working it was decided that the Missing Children and Child Sexual Exploitation Group [MC&CSE] should now have an overarching ‘Child Exploitation Strategic Group’ who will be responsible for providing data/statistics for audit and scrutiny purposes and will direct and drive the activity of the three key areas of work ie missing children, child sexual exploitation and gangs and groups.  The Communication and the Practice and Policy sub-groups will merge and be renamed as the ‘Planning, Policy and Engagement’ Group.
 
  • LSCB partners participated in a meeting to develop a revised format for the Business Plan, which has now been re-termed as the ‘Forward Delivery Plan’.  The Plan consists of 5 main headings ie Governance Arrangements, Policies and Procedures, Information Sharing, Influence and Impact and Performance and Effectiveness.  Under each of these headings a LSCB Lead Partner will be nominated.  Each heading will have specific responsibilities/implications for the sub-groups over the period 2014/16.
 
  • The revised Working Together 2013 requires that LSCBs should agree with the Local Authority and its partner’s clear levels for the different types of assessment and services to be commissioned and delivered and that these levels should be published in a thresholds document.
 
To assist the development of a local assessment protocol, two multi-agency strategic task and finish groups were formed, workshop events held and subsequent draft documents presented to the LSCB for consideration and endorsement.
 
A Statutory Assessment Framework was developed and went ‘live’ in early May and is now being used by all CYPS specialist staff across the county. This framework has incorporated elements of the Signs of Safety and Wellbeing programme and is being closely monitored by the LSCB task and finish group to ensure its smooth implementation.
 
The Prevention and Early Help Strategy includes a clear statement of how we will work, using the Common Assessment Framework as the approach which links prevention and Early Help to more specialist services and our commitment to a Lead Practitioner model to ensure that services are coordinated around the needs of families.  The Strategy also includes a clear outline of the outcomes we are seeking.

The LSCB are currently developing a suite of documents covering Suffolk’s multi-agency Local Protocol for Assessment, which will include:
 
  • The Multi-Agency Thresholds Guidance
  • Early Help Strategy
  • Statutory Framework for Assessment
  • Pre-Birth Assessment Tool
  • Child Sexual Exploitation Checklist
  • Risk Factors Checklist for a child who has gone missing
 
Other tool kits will be added as developed
 
Suffolk’s Local Protocol for Assessment will shortly be available on the LSCB website and will work alongside the implementation of ‘Making Every Intervention Count’, Signs of Safety and the Multi-Agency Safeguarding Hub [MASH].

  • In April 2013, the Suffolk Local Safeguarding Children Board [LSCB] made the decision to conduct a Serious Case Review [SCR] following the deaths of three children and their mother who was 7 months pregnant at the time.  The review reflected the government guidance as contained in Working Together March 2013 and chose to use a Partnership Learning Review model; Independent Consultants were appointed as Overview Writer and Case Review Panel Chair. 
 
As part of the learning process, events for practitioners involved in the case were held to enable first-hand information to be gathered by the independent consultants.  The review process concluded in December 2013 and a full report was presented to the Board for endorsement and development of an action plan. It was then submitted to the Department for Education.  The report contained ‘lessons learned’ and recommendations for future learning and development of practice.
 
This was Suffolk’s first Serious Case Review undertaken using the Partnership Learning Review model and a full evaluation is scheduled to take place to enable learning in relation to the process.
 
A series of ‘learning dissemination’ events were held across the county where practitioners from across the LSCB partners were invited to attend to hear about the process, outcomes, recommendations and learning.  The expectation was that the information would be further disseminated within teams and slides from the presentation are available on the LSCB website.  Full information in relation to the serious case review can be found via the following link - http://suffolksafeguardingchildrenboard.onesuffolk.net/procedures/serious-case-reviews/

Activities


Sub-group activity - what's been happening?

 
  • The Executive Group continue to direct and oversee the activity and work of the Board, sub-groups, Forward Delivery Plan, Annual Report, Serious Case Review and funding.
 
  • The Case Review Panel [CRP] have been focused on the above SCR and reviewing the ensuing Action Plan.  The Panel have also widened their remit to include undertaking Reviews that do not meet the criteria for a Serious Case Review but which can provide invaluable learning both for organisations and practitioners. The LSCB Template of Learning for submitting cases for consideration is available on the link as shown below.  All cases/templates should first be discussed with your agency’s CRP representative.  Alternatively, you can contact Ali Spalding, LSCB Manager for advice on process. Any learning will subsequently be disseminated to all LSCB partner agencies.  The Panel would also welcome examples of good practice or multi-agency learning.  Further details regarding the Suffolk Partnership Review process can be found at – http://suffolksafeguardingchildrenboard.onesuffolk.net/procedures/serious-case-reviews/
 
  • The Child Death Overview Panel [CDOP] has been working on Safer Sleep for Suffolk Babies: As you may know, Sudden Infant Death Syndrome [previously referred to as Cot Death] accounts for a significant percentage of ‘potentially preventable’ child deaths across the UK every year.  Each of these deaths is a tragic, unexpected loss for a family.  Although there is as of yet, no clear cause or explanation, research has identified a simple set of key factors in environment and parental behaviour that may help reduce the risk.  Promoting these risk reduction messages in a clear and consistent way and supporting partner agency staff to do likewise, is high on the sub-group’s agenda. 3rd June 2014 Suffolk LSCB Safer Sleep Event: This multi-agency event provided an opportunity for professionals from a wide range of agencies to meet together, to launch a series of resources developed by Suffolk LSCB to support partner agency staff to promote safer sleep messages; help to inform Suffolk families about how to reduce the risk of Sudden Infant Death Syndrome (SIDS) and prevent more of these tragic and unexpected deaths.  Delegates received free Level 2 Lullaby Trust training and were given an LSCB Safer Sleep Professionals Resource Pack to take away with them.  There were multi-agency networking opportunities, as well as an information market place with stalls from a range of Suffolk services who promote the safety and welfare of children in the county.

  • The Exploitation Strategic Group recently held their first meeting to devise terms of reference and receive reports from the three work streams
 
  • Gangs and Groups: key objective is to understand gangs and groups local to Suffolk,  how gangs are portrayed and the impact on communities
 
  • Missing Children: Action Plan has been developed which incorporates the previous one.  The group are reviewing LSCB policies and procedures alongside Department for Education Guidance on children who run away or go missing.  New definitions of a missing person are:
 
  • Missing: ‘anyone whose whereabouts cannot be established and where the circumstances are out of character or the context suggests the person may be subject of crime or at risk of harm to themselves or another’
  • Absent: ‘a person not at a place where they are expected or required to be’
 
  • Child Sexual Exploitation [CSE]: Action Plan for the group has been agreed and further work to take place regarding ‘raising awareness’.  Policy guidance and risk assessment in relation to CSE is currently being revised
                       
  • The Learning and Improvement Group [L&I] continue to receive Section 11 Safeguarding Audit annual reviews from partners.  These result in detailed action plans which are monitored via the Group.  The Norfolk and Suffolk Probation Trust provided an update on the findings and recommendations from the HMIP Report, which was completed in March 2014 and the relevant sections will be combined with their joint Section 11 annual review due to take place in July 2014
 
  • An update on the Thematic Audit on Exclusions has resulted in a task and finish group led by Learning and Improvement group colleagues. A number of actions have been identified including revised guidance for schools and locality team colleagues. These are being developed and a further report will be presented to the group at a later date
 
  • The following reports linked to the Annual LSCB Performance Report were received and reviewed.   
 
  • The Section 157/175 Schools safeguarding audit
  • Private Fostering Report
  • Education Safeguarding training report
  • LADO Allegations
  • A full performance dataset including National and Local Indicators
 
The summary LSCB Performance report will be presented to Board in July:
 
  • Section 5 [Performance and Effectiveness] of the LSCB Forward Delivery Plan was reviewed and updated with actions and timescales against each of the 6 objectives. These will be reviewed monthly as part of a regular agenda item for the group
 
  • The Planning, Policy and Engagement Group are currently working on updating the LSCB Communication and Engagement Strategy, ensuring that all multi-agency policies and procedures are continually evaluated and updated on the LSCB website.  The Group are also working towards developing joint work and are exploring how to reach a range of organisations, in particular the wider faith community/other ethnic groups and better engagement with children, young people and families
 
  • Watch this space for the revised Domestic Abuse Policy and Flow Chart for Referral
 
  • The Health Group have completed an Operational Policy for Looked After Children and the service specification will be adapted to include existing integrated service specification into a partnership policy document
 
Work continues with the three Clinical Commissioning Groups in relation to finalising funding for the Health Team, who will be based in the Multi Agency Safeguarding Hub [MASH]
 
The Care Quality Commission [CQC] have issued a new Framework for Inspection of Safeguarding and Looked After Children Services in Health and work is in progress to develop an ‘action plan’ to ensure comprehensive planning is in place to ensure the requirements of a CQC Inspection are met

  • Suffolk Child Death Overview Panel (CDOP): Bereavement Support Directory: March 2014 saw the launch of Suffolk CDOP’s Bereavement Support Directory.  The CDOP has developed this to be a resource for use by parents, families and staff, as a response to professionals feeling that there was a lack of up to date, centralised information; particularly with regard to signposting to local support organisations.  The booklet has been circulated to lead professionals involved with the SUDIC Protocol, which provides the rapid emergency response when a child dies suddenly and unexpectedly.  The expectation is that the booklet will be rolled out across a wide range of organisations over the forthcoming months and is accessible through the LSCB website.

Forthcoming events


Save the date! 2nd, 3rd and 4th September 2014: Following last years’ successful 3-day event ‘Building Resilience and Safeguarding: A Lifespan Approach’, a further event has been organised for all those working with vulnerable groups [children, young people, adults and families] at the University College Suffolk, Waterfront Ipswich.
 
This year’s ‘Making a Difference: A Lifespan Approach’ event is designed by Suffolk Partners for Suffolk Practitioners.  The 3-day programme with consist of workshops, lectures, opportunities for networking and a marketplace.  Session will build on the Conference theme over three days as follows:-
 

  • Day 1: Development Matters
  • Day 2: Promoting wellbeing and safety in Suffolk
  • Day 3: Fight the fear and feel confident

MARAC Website a new website has been set up in Suffolk to assist MARAC representatives and agency members when referring victims to MARAC. The website provides useful information, documentation and resources to assist with the process in Suffolk.  You can search for the website on Google or via the link - http://www.suffolkmarac.onesuffolk.net/
 
The website is aimed at agency representatives and will not be of use to the general public. However, work is being carried out on a potential website which will provide information and resources for victims of domestic abuse and those being referred through the MARAC process in Suffolk.

Forced Marriage becomes a Criminal Offence from 16th June in England and Wales. The Anti-social Behaviour, Crime and Policing Act 2014 [ABCPA] will bring the following provisions into force:
 
[a] Section 120 [offence of breaching forced marriage protection order]
[b] Section 121 [offence of forced marriage: England and Wales]
 
Section 120 of the ABCPA 2014 adds a new section 63CA to the Family Law Act 1996, making it a criminal offence to breach a forced marriage protection order. Doing so carries a maximum sentence of five years' imprisonment.

Section 121 makes forced marriage a criminal offence. A person commits the offence under section 121(1) if both the following apply:

i.              He uses violence, threats or any other form of coercion for the purpose of causing another person to enter into a marriage
ii.             He believes, or ought reasonably to believe, that the conduct may cause the other person to enter into the marriage without free and full consent

Section 121(2) modifies that definition if the victim lacks capacity to consent to marriage.

In those cases, the offence can be committed by any conduct carried out for the purpose of causing the victim to enter into a marriage, whether or not violence, threats or another form of coercion is used.

Section 121(3) deals with cases that occur outside the jurisdiction, providing that a person commits the offence if he does the following:

i.              Practices deception, intending to cause another person to leave the United Kingdom
ii.             Intends the other person to be subjected to conduct outside the United Kingdom that would be an offence under section 121(1) of the ABCPA 2014 if the victim were in England or Wales

The offence of forced marriage carries a maximum sentence of seven years' imprisonment.
