Question: "What are these leaves/flowers? Can or should I cut them?"
Answer: That plant looks like a Chinese Mustard Green and yes, you can harvest both the leaves and flowers. They are slightly spicy--and the flowers have a nice light crunch to them. Fluctuating weather will make the temperamental greens bolt if not continuously harvested heavily.
