The Forest Enhancement Society of BC (FESBC) has released information on the
Project Planning Process and Selection Criteria

FLRNO Districts and Regions will play a central role in the Forest Enhancement Program. When considering participation in the program, eligible parties should seek input and support from District staff, who have local knowledge about areas requiring wildfire risk reduction/mitigation, the rehabilitation needs of fire damaged or low value stands, and wildlife habitat enhancement priorities.

Because of the obvious time constraints for 2016, the Board will be open to considering District supported, high priority projects that are shovel-ready (or will be with minimal effort), are deemed by District staff to meet the FESBC project selection criteria, and have strong assurance of expeditious startup during 2016.
 
NOTE for 2016 Projects
The timeline is short!  Community forests with shovel ready projects that meet the funding criteria should contact their FLRNO District immediately.Latest submission date for receipt of the prioritized District/Regional project lists to FESBC is August 19, 2016


Project Criteria
The  FESBC Board will place a high priority on proposed projects that satisfying multiple selection criteria (see attached for full details):

  1. Wildfire risk reduction/mitigation

  2. Wildlife habitat enhancement

  3. Rehabilitation of fire damaged or low value stands, particularly MPB killed stands that will not be salvaged through existing licences

  4. Recovery of fibre (lumber, pulp, pellets, energy, etc.)

  5. Opportunities to attain carbon benefits

  6. Opportunities to combine FESBC funding on the provincial Crown land base with other funding sources

  7. Community/First Nation government support as indicated through the project consultation process.

  8. Value-for-money in achieving all of the above

  9. Especially for 2016, projects more fully prepared for expeditious start-up and delivery are strongly preferred.

NOTE for 2017 Projects
The ‘first’ submission date for receipt of the collated prioritized District/Regional project lists to FESBC is: NOVEMBER 4th, 2016. It is anticipated that there will be additional opportunities to submit potential 2017 projects once the initial intake has been assessed.
