CodeSMTX Draft Code Release

The CodeSMTX process is applying the policies from the Vision San Marcos Comprehensive Plan about where and how we grow to the city’s land development code. CodeSMTX began in July of 2014 and has included a tremendous amount of work from residents, the community and stakeholder groups to ensure the new Code can help address our growth challenges and move us toward our Vision.  This work is coming to fruition with the completion of the draft CodeSMTX document available for public review on May 27th. The code update creates a more modern code that offers a better “tool-kit” for shaping growth in San Marcos and achieving our Comprehensive Plan objectives.

A Modern Code

CodeSMTX will provide the community with both form-based (focused on the height, placement, and size of buildings) and use-based (focused on the use of buildings and spaces) tools, thus creating an effective hybrid code that can fit diverse places within the community. This will move us away from our current one-size-fits-all approach. In addition to these new tools, CodeSMTX provides standards and graphics that are concise, easy to navigate, and result in more predictable results for developers and residents.

CodeSMTX is shaping growth to maintain and enhance the quality of life that we enjoy now and envision for the future by: 
Accommodating future growth in well-planned areas where people can meet their daily needs within a short walk, bike, transit trip, or drive.
Relieving development pressures in existing neighborhoods by directing appropriate development in appropriate places.

The purpose of the survey is to gather information that will assist the City of San Marcos and the San Marcos Greenbelt Alliance in developing a greenways and trails master plan (GTMP) as a component of the Transportation Master Plan.

CodeSMTX Dates

In the months ahead, the community will have the opportunity to review and comment on the Draft Code document. The Code will then be scheduled to go to policy makers for consideration and adoption during the Fall of 2016.
  • May 17 – City Council Meeting: Presentation and update on the proposed CodeSMTX schedule
  • May 24 – P&Z Meeting: Presentation and update on the Proposed CodeSMTX schedule
  • May 27 – CodeSMTX posted online for a 6 week Public Review Period
  • June 1 – Think Tank Meeting – Orientation to the Draft Code and review of the approval process and schedule
  • June 11 - Greenway and Trails Master Plan Survey Closes
  • June 30 - Public Meeting and Open House: 12 - 7 @ San Marcos Activity Center
  • July 18 - Speakers Bureau Presentation Council of Neighborhood Associations (CONA) @ 7PM Dunbar Recreation Center
  • July 15 - Initial 6 week CodeSMTX public review period ends. 

Interim LDC Amendment and Discussion Dates

Several interim LDC Amendments are proposed over the next few months.  Interim amendments to the LDC approved through this process will be incorporated into CodeSMTX.  The scheduled dates for discussion at City Council, recommendation by the Planning Commission, and first reading at City Council are included below.  Make sure to continue to check the agendas linked below as they become available for any scheduling changes.
  • May 17 – City Council Meeting: Presentation and Discussion; Purpose Built Student Housing
  • May 24 – P&Z Meeting: Recommendation; Zoning and PSA process
  • June 7 - City Council Meeting: First Reading; Public (P) zoning district
  • June 21 - City Council Meeting: First Reading; zoning and PSA process; Discussion; Short Term Rental regulations
  • June 28 – P&Z Meeting: Recommendation;
    • Purpose Built Student Housing
    • Exterior Material Standards
    • Out of City Utility Extensions
  • July 19 - City Council Meeting: First Reading;
    • Purpose Built Student Housing
    • Exterior Material Standards
    • Out of City Utility Extensions
