PBJ Webinar - Over 250 attendees

Dr. Timothy Kangas joins the Armed Forces Retirement Home as Chief Operation Officer

Responsible to the Secretary of Defense for the overall authority, direction, control, operation and management of AFRH, Dr. Kangas is responsible for all facets of policy, advocacy, and oversight pertaining to the delivery of quality programs and services throughout the Agency’s Continuing Care Retirement Community.    Prior to being selected to join the Armed Forces Retirement Homes Dr. Kangas served the citizens of the State of Michigan for over 20 years in multiple capacities, with the last 7-years being as a Regional Healthcare Administrator for the Michigan Department of Corrections. During his tenure as a Regional Healthcare Administrator he has been responsible for providing direct oversight for the provision of comprehensive healthcare services to over 20,000 inmates located within 23 prisons spread across the lower half of Michigan. Catherine Scott joins Ingleside at Rock Creek as Executive Director
Ingleside at Rock Creek has announced Catherine Scott as their new Executive Director.  LeadingAge DC looks forward to welcoming Catherine to DC and will include a more in depth biography in the next LeadingAge DC update.

District of Columbia Update
  • Budget Hearings
    The DC Council Budget hearings concluded in April.  LeadingAge actively advocated for the not for profit aging services providers and seniors through council member visits as well as providing testimony.  The LeadingAge DC FY 2017 Budget Position Papers are available on the LeadingAge DC website.  In all of the testimony and meetings, LeadingAge DC emphasized the not-for-profit difference of LeadingAge DC members and their importance to the District of Columbia seniors and community.  Highlights of these FY2017 position papers include:
    • Increasing reimbursement provided to Assisted Living organizations through the EPD Waiver
    • Reinstating the Inflation Factor for Skilled Nursing Homes in the FY2017 budget.
    • Maintaining the proposed $100 million a year for the Housing Production Trust Fund. 
    • Ensuring the Local Rent Supplement Program (LRSP) can provide operating subsidies for extremely low-income seniors. 
    • Restoring the 2.9% reduction to Lead Agency’s local funds in the DC Office on Aging FY2017 budget.
    • Retaining Funds for Transportation Services in the DC Office on Aging FY 2017 Budget.
  • Ingleside Presbyterian Retirement Community, Inc. Real Property Tax Exemption and Real Property Tax Relief Act of 2015
    • This bill provides real property tax relief for Lots 802 and 809 in Square 2287, owned by Ingleside Presbyterian Retirement Community, Inc. for property located at 3050 Military Road, N.W. It also requires that all real property taxes, interest, penalties, fees and other related charges assessed against the property owned, be forgiven for a period beginning with tax year 2015 through the effective date of this act.

  • Health-Care and Community Residence Facility, Hospice, and Home Care Licensure Amendment Act of 2016
    • This bill requires health profession employers, health care providers, facilities, or other health agencies to report certain changes in an employee's employment status due to alleged or actual misconduct within five days of the occurrence or be subject to a fine of not less than $10,000.

  • Health Care Decisions Act of 2015
    • The Health Care Decisions Act of 2015 will create a MOST program in DC.  On January 8th it was published in the DC Register and tramitted to Congress.  The Projected Law date is March 15, 2016

  • LGBTQ Cultural Competency Continuing Education Amendment Act of 2015
    • Continuing- education requirements for the practice of any health occupation licensed, registered, or certified now requires 2 credits of instruction on cultural competency or specialized clinical training focusing on patients who identify as lesbian, gay, bisexual, transgender, gender 26 nonconforming, queer, or question their sexual orientation or gender identity and expression 27 (“LGBTQ”).
    • LeadingAge DC is working to develop a program to meet this requirement to be held in the summer of 2016.

Federal Update
  • HUD’s Rental Assistance Demonstration to include Project Rental Assistance Contracts (PRACs)
    LeadingAge reports that after months of advocacy, the Senate HUD appropriations subcommittee has included eligibility for HUD’s Rental Assistance Demonstration to include Project Rental Assistance Contracts (PRACs).  LeadingAge is also working to get the PRAC to RAD policy change in the House HUD appropriations bill.  For more information, go here.
  • President Signs Older Americans Act
    President Barack Obama signed into law the Older Americans Act (OAA) Reauthorization of 2015, after it passed both chambers of Congress with unanimous support. LeadingAge commends the President for signing the OAA, which was five years overdue for reauthorization. For more information, go here.
  • LeadingAge Submits Comments to HUD on Proposed Revisions to Rent Comparability Study Guidance
    On April 8, LeadingAge submitted 11 pages of comments to HUD on proposed changes to the rent comparability study guidance found in Chapter 9 and related appendices of the Section 8 renewal guide, largely focusing on defending the valuation of services in housing.   • Disparate Impact and Criminal Records: Things Every Housing Provider Should Know 
    HUD's Office of General Counsel (OGC) issued new guidance on criminal records and fair housing act standards in housing which applies not just to subsidized housing, but to all housing providers nationwide. Every housing provider (not just HUD subsidized) needs to be aware policies that exclude persons based on criminal history must be tailored to address such factors as the type of the crime and the length of time since conviction.   • CMS PowerPoint on Payroll Based Journal Requirements
    CMS has released an excellent PowerPoint that provides an overview of the PBJ requirements going into effect on July 1, 2016.
  • How Will the HCBS Settings Rule Impact New Construction of Assisted Living and Adult Day?
    The Centers for Medicare & Medicaid Services (CMS) released additional Frequently Asked Questions and guidance on how CMS will review requests to build new settings in categories that are presumed to be institutional in nature according to home and community-based services settings final regulation.
