SBA Core Services: Extension of Staff Services

"Extension of Staff Services, Including Facilitating Interim Executive Management Positions"

Effective airport management consulting involves blending policy, management, and technical expertise as well as assisting clients with urgent needs during times of change. As part of our client support services, SBA provides interim airport management services (especially during executive transitions) as well as support of day-to-day staff services.

Interim Executive Management Services

When top management positions are in transition, it can take several months to solicit, vet, and hire a new executive. SBA specializes in helping airports through these important transition times, by providing interim management services at all levels of the organization, but especially at the top executive level.

Our team has worked with more than 100 airports in North America, from large commercial hubs to small general aviation enterprises. Collectively, we have more than 150 years of industry expertise ready to support your airport during periods of personnel transition or overload.

Our principals and senior staff have many decades of direct airport management experience, including responsibility for the day-to-day operations of Albany International Airport in NY; Stewart International Airport in Newburgh, NY; Republic Airport on Long Island, NY; Westchester County Airport in White Plains, NY; Atlantic City International Airport in NJ; and Teterboro Airport in NJ, among several others.

When your senior management positions are in transition, we are the professionals to call. With our seasoned airport management consultants, we have the ability to provide ready services at all levels on an interim basis.

Special Support of Staff Services

In addition to providing top executive and middle management interim staff services, SBA also provides a wide variety of staff support services throughout an organization, including:

  • Personnel and Human Resources Services (including soliciting, hiring, and vetting candidates, as well as performing salary comparisons and analyzing job duty descriptions).
  • Passenger Screening Services (including passenger flow analysis and helping airports move to private vendors for security screenings).
  • Other Consulting Services As Needed (including a range of airport management consulting services including revenue optimization, governance transfers, FBO solicitation, RFP development, conducting Board retreats and overseeing strategic plans, analyzing economic development opportunities, and applying for Federal, state and local grants, among many other aviation and business specialties).

Steven Baldwin Associates has the experience and the expertise to successfully guide and support your airport during staff transitions as well as when your team needs additional support.

Client Updates

  • Asheville Regional Airport (AVL) Asheville, NC. We conducted a kick-off meeting with our newest client, Asheville Regional Airport in Asheville, North Carolina, where we are assisting with governance issues, specifically, the transfer of the Airport's Part 139 Operating Certificate from the City to an Airport Authority. We are delighted to add the Asheville project to our growing list of governance transfer clients. SBA has one of the busiest dockets of governance transfer and FAA approval of any consulting firm in the nation. For more info on Asheville, visit their website at http://www.flyavl.com.

  • Gerald R. Ford International Airport (GRR) Grand Rapids, MI. In March, we filed GRR's completed application with the FAA for the transfer of its Part 139 Operating Certificate from the County to the newly-constituted regional Airport Authority, a process which SBA mapped and guided throughout the months leading up to the filing. The FAA is expected to approve the application, with the date of official Authority operation beginning on July 1, 2016.
  • After formal FAA approval of the transfer, SBA will assist GRR during the next year with the transition in operations, and will also continue to provide the Airport with an array of staff services, including supporting Human Resources regarding the transfer of employees from County employment to Authority employment.
  • We are also assisting with a revision of the Airport's master plan, a project that will be taking shape over the coming months. For more information on GRR, visit their website at http://www.grr.org
