News Round-Up: May 27th
Earlier this month the AHSN managing directors and chief executives met with Ian Dodge, who is NHS England’s director with executive responsibility for England’s 15 Academic Health Science Networks.

At this meeting he confirmed that AHSNs will be relicensed from April 2018.

This is very encouraging news and I feel it reinforces the AHSNs’ contributions to supporting change and transformation across our health and social care systems.

NHS England are looking to maintain full AHSN coverage across the country. The relicensing process will continue during 2016/17 and NHS England’s intention is for the new licences commencing from April 2018.

There will clearly be a lot of detail to work through over the months ahead, and as a  valued stakeholder I will continue to keep you informed regarding how this work progresses.

It’s now less than one month until our next Engagement Forum, on June 21st at the Bolton Whites Hotel. This will be another great opportunity for all our members and partners to come together to discuss what the AHSN does, and plans for the future.

We’ve got some fantastic speakers lined up, including our special guest Sir Howard Bernstein, Chief Executive of Manchester City Council. Places are filling up fast and we really want as many of you there as possible, so please register on Eventbrite now

Familial Hypercholesterolaemia – Update

We have recently been developing a business case to support our work improving the diagnosis and care of Familial Hypercholesterolaemia (FH). The project is moving forwards, and the document was recently submitted to the regional Heads of Commissioning (HoC) for comment. On a suggestion from the HoC group we may also be looking at submitting the case to the Greater Manchester Transformation Board and Mike Burrows (GM AHSN Managing Director) is scheduled to meet with relevant colleagues to discuss this option.

The GM AHSN Senior Management Team (SMT) has considered the case and provided helpful feedback on the health economics aspects of the case. It is expected this will be updated in the next few weeks.

We are also in discussions with industry colleagues around formulating a joint working arrangement to meet some of the requirements of the service.  The main purpose being to ensure we gain best value for the GM Health Economy in meeting the financial and practical requirements for any new service.

We are pleased with the progress made so far, and we will endeavour to provide updates throughout the project. For further information please contact Cara Afzal or Ruth Eatough.
Patient Activation Measure (PAM) tool

GM AHSN is currently supporting its member organisation, Heywoood, Middleton and Rochdale (HMR) CCG, in applying for free access to a tool which clinicians can use to support patients to better manage their own health and wellbeing.

HMR’s Long Term Conditions Test Bed Programme is one of only 7 national ‘test-bed’ sites, awarded by NHS England earlier this year. The CCG is working with innovation partners Verily Life Sciences (formerly Google Life Sciences) and MSD (Merck, Sharp & Dohme Ltd) on a two-year pilot scheme in the borough; allowing a project team to analyse non identifiable patient and other data – flagging up patients who are at risk of developing long term conditions, to their GPs, at an earlier stage.

According to NHS England:
“The Patient Activation Measure (PAM) is a validated, commercially licensed tool and has been extensively tested with reviewed findings from a large number of studies, as evidenced in the Kings Fund report. It helps to measure the spectrum of skills, knowledge and confidence in patients and captures the extent to which people feel engaged and confident in taking care of their condition.”

HMR plan to include PAM as part of health coaching modules to ensure identified patients are confident to self-care with the aid of technology. Their approach will be supported by data sources that will provide scientifically robust selection and decision support criteria.

PAM would allow primary care clinicians, social care and/or voluntary sector staff to determine levels of patient engagement. This would enable the CCG and partners (including Rochdale Borough Council) to design care pathways and intervention services to support patients to self-manage their conditions and modify lifestyles to prevent ill health.

HMR CCG’s application for a PAM license was submitted last week, and we expect to have decision by early June.

Make May Purple is the Stroke Association’s annual Stroke Awareness Month, marked by a range of purple-themed events and activities. As GM AHSN is working on stroke prevention, through our projects improving AF detection and treatment, we have been getting involved in some of the fun!

On Wednesday 18th May, we had a visit in the office from Stroke Association North-West mascot ‘Barry the Baton’, who is being passed around the region raising awareness of stroke. We also took part in Manchester’s ‘Step out for Stroke’ event, in Whitworth Park, on Tuesday 24th May.

Industry & Wealth

New Innovation Funds

This week saw the launch of three new Innovation Funds, available for academics, NHS innovators and SMEs working to improve healthcare outcomes.

Having supported over 200 local SMEs with our Innovation Nexus platform in the past 18 months, we have developed the Innovation Funds with consideration for the challenges of bringing a new product or service to the healthcare market.

The GM AHSN Innovation Funds will support the introduction and adoption of needs-led, evidence-based innovations into the healthcare system within the GM AHSN footprint. This will improve the health of citizens, whilst promoting economic development and wealth creation through the growth of local businesses and jobs.

Corporate

Following a successful visit to China in spring 2016, staff from GM AHSN are soon to be travelling out to India as part of a UKTI trade mission. On behalf of the organisations associated with the AHSN, our intention is to showcase Greater Manchester as a “Connected Healthy City” illuminating and articulating our UK and world leading clinical services and systems, clinical research, informatics and our leading edge approach to integrated and now devolved health and social care strategy and decision making.

We will be showcasing Greater Manchester’s achievements, track record and potential in world class life sciences, thought leadership and research, academic health sciences, digital maturity, implementation and system management in keeping with our position as Europe’s largest single site clinical academic campus. This is a fantastic opportunity to demonstrate how Greater Manchester has interwoven NHS systems services and ethos with business growth and prosperity.
