Travellers at Ashington Grove Playing Fields

Received 2nd June, from Nigel Clews, Assistant Director – Property Asset Management  
You will be aware that travellers have encamped at Ashington Grove overnight. This is the same travellers that have encamped at Pandora Road in Henley this week.
 
The Council has followed its procedure in respect of the civil law as follows: 
  • Conducted a needs assessment this morning and agreed to evict the travellers
  • We are serving notice to leave on them this evening (as required by law)
  • They will be issued a summons (tomorrow morning) to attend the Magistrates Court tomorrow afternoon
  • The Council will seek a possession order from the Court – if the Court grant this – we have to serve further 24 hour notice on them to leave the site – whereafter the Council can evict (this would not be possible before c 4 pm on Saturday)
  • I am arranging for a bailiff (and police presence) to attend on Monday to evict if necessary
  • There is a heavy call on Police resource over the weekend – so cannot evict earlier.
  • There is also one traveller who is heavily pregnant and I may have to exercise discretion to allow 1 or 2 vans to remain following further assessment
In terms of criminal powers – the Police will continue to monitor their incident log for the heightened presence of criminal and anti-social behaviour – to understand if they can exercise their powers to intervene using criminal powers. Residents should log any actual incidents with the Police on 101 quoting the incident number 2040 of 1st June 2016
 
I will keep you informed of the outcome of proceedings as they progress

 
Further Update Received 3rd June
By way of further update, the Magistrates Court have granted the Council a possession order this afternoon. This is being served on the travellers this evening and gives them 24 hours to leave the site or face eviction.
 
We are planning to attend with bailiffs on Monday morning if they have not already moved on by then.


Whitley Bridge – Illegal Left Turn Survey
Last week, with the help of Larry a local resident, we carried out our first traffic survey on the bridge.
 
These are the results that Roger sent to officers: 
Survey was carried out between 3.55pm and 4.45pm . 
Vehicles in left lane turning correctly right -  45 
Vehicles in left lane turning an illegal left -  18 
Vehicles in right lane turning correctly right -  55 
Vehicles in right lane turning an illegal left - 5 
We believe 5 drivers saw us in our hi-viz jackets and changed their minds about making the illegal turn. 
 
There were no traffic queues on the main road. Roger is particularly worried that five vehicles in the right lane turned left across the path of those correctly turning right.
 
He also reported that the yellow signs at the bottom of the slip road were now obscured by grass. 
 
We will be conducting a second survey on a busier weekday in a few days time. 
 
Response from Ian Lewis, Senior Programme Manager
The issue of the illegal left turning vehicles on the entry slip road has been investigated by us. A number of proposals have been put in place, including signs, CCTV camera and the traffic signal timing has also been changed to assist. There are unfortunately still a number of vehicles that are making this manoeuvre and we are further investigating what we can provide both before and on the junction to rectify.
 
In consideration of the approach to the junction we are also looking at additional carriageway markings, just after the festival roundabout and near to the slip road merge, with a change in the road sign face to identify access and egress from the traffic lanes. This is currently being reviewed by the consultants who provided the original scheme design and subject to approval we would look to implement as soon as possible.
 
Additional consideration is also being given to the exit lane on to the Whitley Roundabout to see if there is anything we can provide to ensure that vehicles are not trying to miss the queuing traffic by making the illegal left turn.
 

Whitley Common South Footpaths
We are supporting Hazel Hill, a local Neighbourhood Watch Coordinator, with her campaign to have the footpaths across Whitley Common South designated as “Public Rights of Way”.

Our top photo shows the fence that Constain erected during the Whitley Bridge construction. This fence prevents people from accessing the top meadow which was previously possible.

A45/A46 Tollbar Improvement Scheme Road Closure
A45 Eastbound Closed (between A444/A46 & B4110/A46) from 9pm Friday, 10th June until 6am Monday, 13 June.
From Highways England project team
I am writing to advise you that we need to close the eastbound carriageway of the A45 Stonebridge Highway between Stivichall junction and Tollbar roundabout to reconstruct and resurface the slip road on the approach to Tollbar roundabout.
 
The closure will be in place from 9pm on Friday, 10 June until 5am on Monday, 13 June. There will be additional overnight closures between 8pm and 6am on Monday, 13 June and Tuesday, 14 June.
 
The road closure is needed to allow for the reconstruction and resurfacing of the slip road on the approach to Tollbar roundabout. The work involves lowering the level of the existing slip road by up to 1.2meters and this could not be done safely under lane closures without compromising the safety of the workforce and the motorist.
 
Completing this work means drivers will be able to enjoy the benefits of a new roundabout layout when the new east bridge opens later this month. Once in place, this new layout will reduce queuing on the approaches.

Grass Seeding at Whitley Bridge
We’re continually asked when the seeding at Whitley Bridge will take place as it’s looking rather unsightly now.

The seeding and works to the vegetation have been agreed and are due to take place imminently, if they have not already been completed.
 
Styvechale Open Gardens on Sunday 26th June 2016
Sue, our local resident, has been busy knitting tea cosies & mug warmers for the Styvechale Open Gardens event. She has already raised over £300 for this year’s chosen charity - Air Ambulance.

11 gardens will be open, including Sue's.

At some of the gardens homemade refreshments and plants will be for sale.

Tickets are purchased on the day from West Orchard United Reformed Church, the Chesils CV3 6FP from 11am.
Adults £3.50, children free. Everybody welcome.

Stop Unwanted Calls on Landlines & Mobiles
If you don't want to receive marketing calls, sign up your home phone and mobile to the Telephone Preference Service (TPS). It takes about 28 days for calls to stop.

It's then illegal for firms in the UK and the rest of the EU to call those who've registered, unless you'd opted in to receive them.
How to add your number to the register depends on if it's a mobile or landline:
Landlines. 
Add your landline number via the TPS website, or by calling 0345 070 0707 (it costs the same as a standard landline).
Mobiles. 
Text 'TPS' and your email address (required to verify your identity) to 85095. TPS insist that the text is free, though some might get a message saying they may be charged up to 15p – see the Spam calls MSE News story. Alternatively, you can sign up online or by calling 0345 070 0707.
