Waste Separation Enforcers Take Gentle Approach

KUALA LUMPUR, June 2 — Although compounds could be issued to those who did not separate their waste starting yesterday, enforcement officers took a “softer” approach by issuing notices.

Solid Waste Management and Public Cleansing Corporation (SWCorp) Federal Territories director Hazilah Gumri said yesterday’s operations were a trial run for the officers.

“We are trying out the standard operating procedures put in place in enforcement. After this, we will see whether anything needs tweaking.

“Most (residents) have been responsive to the programme but some are slacking, so we need to upgrade the campaign, engage more with the people and give them reminders,” she said after completing enforcement activities at Bangsar Baru.

She said the success factor of the waste separation programme was not the number of compounds issued but the percentage of people complying.

“If we have given them notices or advice many times and they still do not separate their waste, then we will have to issue a compound,” she said.

A total of 35 notices were issued yesterday in Kuala Lumpur.

HK Residents Sniff at Waste Treatment Plant

Veolia's HK$5 billion (S$887 million) T-Park waste treatment facility in Tuen Mun, in the north of Hong Kong, treats some 1,200 tonnes of sludge from the city's wastewater treatment plants to keep it from being dumped in already overfilled landfills. PHOTO: EUROPEAN PRESSPHOTO AGENCY

HONG KONG • It is billed as a groundbreaking way to deal with Hong Kong's human waste, and even includes an onsite spa free to residents, but a new eco-friendly sludge treatment plant has not washed with some locals.

The sustainable T-Park development, a sleek low-rise building with a roof shaped like a wave, blends into coastal hills near the town of Tuen Mun in the north of Hong Kong.

Each day, the HK$5 billion (S$887 million) plant treats 1,200 tonnes of sludge from the city's wastewater treatment plants to keep it from being dumped in Hong Kong's overflowing landfills.

The plant desalinates sea water and powers itself using energy created from burning organic waste in what is the world's largest sludge incinerator.

Built by French management giant Veolia, city officials say it is "one of the most technologically advanced facilities" of its kind and will not emit pollutants.

But residents who already complain about odours emanating from a nearby landfill have protested against bringing yet more waste into the area.

And the building of a free onsite spa has been dismissed by some as rubbish.

Can Danish Enzyme Technology Help Alleviate Asia’s Waste Problems?

Source: Sustainable Brands, 30 May 2016

Today, large quantities of CO2 are emitted when we extract raw materials for the production of consumer goods. After use, most of these products end up in landfills as wasted resources. Among other drawbacks, this linear, take-make-waste system harms local environments and economies, and exacerbates climate change.

An enzyme-based technology called REnescience extracts valuable resources from waste, thereby reducing CO2 emissions. The Danish company behind the invention, DONG Energy, is sending a mobile test plant to Malaysia to examine the potential of the technology to help solve the country’s waste challenges.

According to the World Bank, waste volumes worldwide will have increased by 70 percent in 2025 compared to 2012. This increase will be significant in countries such as Malaysia, where the capacity to handle waste is already limited. The REnescience technology is able to sort waste for recycling, thereby turning a problem into a resource.

That is why DONG Energy sees a large potential for the technology in Malaysia, as well as in other Asian countries.

Indonesia to have Waste-Powered Electricity Plants by 2018: Minister

Source: The Jakarta Post, 31 May 2016
Coordinating Maritime Affairs Minister Rizal Ramli aims to have waste-powered electricity plants up and running in eight big cities in the country within two years, in the wake of higher electricity rates. (thejakartapost.com/Anton Hermansyah)

Coordinating Maritime Affairs Minister Rizal Ramli hopes to establish waste-powered electricity plants in eight big cities within two years.

The problem with waste-powered plants is the price, as the average price of electricity in Java is only 6 US cents per kilowatt hour (kwh). This amount is considered too low as such plants have a double function of acting as an incinerator for waste and power generator.

“We’ve thought about that. The President issued a decree [Keppres] two months ago that specifies a new rate of 18.5 cents per kwh. I think that is more than enough,” Rizal said on Tuesday in Jakarta.

Rizal claimed that the breakeven point of waste-powered electricity plants was 14 cents to 16 cents per kwh. He said about 10 cents of that could be allocated for waste management, while the remainder would cover electricity generation.

“It provides an adequate margin. We will introduce the new tariff in eight cities, namely Jakarta, Bandung, Tangerang, Surabaya, Solo [Surakarta], Makassar, Medan and Semarang. We will have pilot projects in those cities in two years,” he said. (ags)
