London Road Cemetery Tidy-Up Day
Despite the rain, 11 people turned up to the LRC tidy-up day on Sunday and as usual we achieved a lot. Laurel & Elderberry trees were cut down & several graves were tidied.  
 
Issues Noticed by a Regular Driver of A444 towards Whitley Island
A couple of week ago we received an email from a resident who wrote:
Whilst I fully appreciate the problem of vehicles making an illegal left turn as per the countless articles focussing on this point I feel I must raise several other issues I have noticed as a daily user of this section of road.

Response to the email from Ian Lewis, Senior Programme Manager: 
Thank you for your email that Councillor Bailey has provided me a copy of.
 
I have been dealing with the Whitley Junction scheme since May 2015 so a number of the issue you have raised are currently being reviewed and proposal put forward for implementation. For ease I will try and answer your issues in the order of your email.
 
The scheme was designed by an external consultant in line with the current regulations and has been reviewed by a number of road safety audit and interim design audits so whilst the entry slip merge may seem short it does comply with the current standards, however I do understand your concern over the merge length. As part of the external funding requirement we have to monitor the scheme for a minimum of 12 months after the completion of the works and we do have the opportunity to revise if it can be justified. I will make sure your comments are provided to our road safety audit team.
 
The speed of vehicles is an item that is brought up a number of times, unfortunately only the Police can enforce the limit set whilst we have to provide the required signage and road markings. I understand that when the Toll Bar works are complete, Highways England (previously the Highways Agency) are going to undertake a review of the speed limits along the A45, A46 and A444 including the section from Festival Island.
 
To try and limit the amount of vehicles from changing lanes when exiting from the JLR side of the junction additional signage was installed around September 2015. We also reviewed a proposal to provide lane maker posts, as are often seen on the motorway, however this was not suitable at this location. The designers of the scheme are currently investigating if there are any other viable options to take forward on this.
 
With the traffic that leaves Festival Island and proceeds down Leaf Lane towards the new junction, additional speed limit signs and slow markings were installed last year to remind them of the speed limit as we cannot prevent them from using the road. There is a proposal being led by a local resident to install traffic calming measures along Leaf Lane, however there is no funding for this presently.
 
The cutting and maintenance of the verges has been programmed in and will shortly be undertaken. There was a delay in moving this forward due to contractual issues we have had with the main contractor, however we now have a way forward to complete this.
 
Supplementary signing and road markings are being considered for the start of the lanes just after Festival Island leading up to the exit slip for JLR and towards the Whitley Roundabout. This would allow vehicles to enter the lanes better and queue correctly. I note your request for the traffic queuing sign (Ref. Diag 584). I will ask my colleagues in the traffic section to review this, as with all signs on the public highway we have to follow a number of regulations before we can install.

 
Street Cleaning of Cul-de-sacs

Dear Councillor Bailey
 
I refer to the recent enquiry regarding cleansing operations in the cul-de-sacs of Asthill Croft and Adare Drive.
 
I believe your constituent may have spoken to the operator of the large mechanical sweeper which covers Asthill Grove on a Wednesday on a 4 weekly cleansing cycle.
 
The reason the cul-de-sac’s are not covered by the large sweeper is mainly due to access. The operator would have great difficulty manoeuvring this larger sweeper around the cul-de-sacs which can be made more difficult if parked cars are present.
 
The cul-de-sacs are now being cleansed by a smaller pavement sweeper on a Wednesday to the same 4 week cycle.

 
Vehicles Driving the Wrong Way Down Leaf Lane
Residents have informed us that they’ve been confronted with vehicles coming the wrong way down the Leaf Lane one-way system.
 
Roger Bailey sent this to the relevant officer:
As regards the issue of traffic turning into Leaf Lane from the JLR bridge, there is nothing to indicate that you cannot turn left. Been out there again this morning and the second set of lights are just red lights with a curve of the road indicating it is possible. There are no signs on the traffic lights to say no left turn and no other sign so say you cannot. Traffic has turned left and this has been witnessed by residents. 
 
Reply received from Ian Lewis, Senior Programme Manager on 15th July
Just to give you and update, I have checked with colleagues regarding the indication of no left turn into Leaf Lane and the necessary signage that is required to enforce the restrictions. We have instructed a contractor to change the normal green traffic signal lamps on the four signal poles to a straight ahead arrow which complies with current regulations and would allow for enforcement should anyone proceed to try and undertake any other movement other than straight ahead. The works should be completed within the next few days.

 A45/A46 Tollbar Improvement Scheme Road Closure (From Galliford Try)

Subsequent to last weekend’s closure of the A45 east bound, we will be opening the east bridge over the A46 to traffic  from 6am Monday 20 June.

Just a reminder, the A46 Coventry Eastern Bypass southbound carriageway will be closed between A45/A428 Binley Woods roundabout and Tollbar roundabout for 3 nights from 16-18 June from 8pm until 6pm the following day.

The A45 Stonebridge Highways eastbound carriageway will be closed between Stivichall Junction and Tollbar Roundabout for 1 night on 19 June from 8pm until 6am

A46 Kenilworth bypass

 The A46 Kenilworth bypass northbound  will be closed between Stoneleigh and Stivichall junction for 3 nights from 20 – 22 June from 8pm until 6am the following morning. The road closure is needed to allow electrical works on three overhead gantries on this stretch of road.

A45 Stonebridge Highway

The A45 Stonebridge Highway carriageway will be closed westbound between Stivichall junction and Tollbar roundabout for 2 nights from 23-24 June from 8pm until 6am the following morning. For 1 night on 27 June from 8pm until 6am and for 1 night on 1 July from 8pm until 6am

 The A45 Stonebridge Highway carriageway will be closed eastbound between Stivichall junction and Tollbar roundabout for 3 nights from 28 - 30 June from 8pm until 6am the following morning.

The road closure is needed to carry out a number of tasks including electrical works on four overhead gantries on this stretch of road, installing new bridge  joints and drainage works.

These closures are required to ensure the safety of the workforce and the travelling public whilst carrying out these works. The closures will be published on the Highways England website and the diversion routes will be clearly signed. The planned closures may be cancelled or extended in the event of inclement weather conditions or unforeseen circumstances.

Aquatic Provision in Coventry
A fellow councillor received this response from Mr Steve Wiles, Development Manager – Facilities, Contracts and Capital Programmes, with respect to a query from his resident. 
Coventry Sports and Leisure Centre (CSLC) currently attract over 800,000 visits per annum. The annual usage figure includes customers who use the splash pool, gym and dryside facilities and is not limited to the 50 metre swimming pool.
 
Coventry City Council currently provides an annual operational subsidy of £720k per annum (£2000 a day) to operate CSLC. This figure includes capital repairs and maintenance that are required to a building that is over 50 years old and at the end of its useful life. The building is over 14,000 m2 in size which contributes to high annual operating costs.

 
The preferred model for future aquatic provision in the city centre, approved by Cabinet on 5 August 2014, includes a range of modern facilities including a 25 metre swimming pool, city centre ‘destination’ waterpark, 120 station fitness suite, exercise studios, squash courts, climbing wall and health spa. A robust business planning process including benchmarking visits to a number of comparable facilities around the country supports the forecast that the ‘destination’ water park will achieve between 1.1 and 1.3 million visits per annum.
 
The aim of the proposal is to provide high quality, sustainable sports and leisure facilities in the city centre and to create a destination facility that will complement other regeneration schemes in the south side of the city centre, such as Friargate and the proposed City Centre South development. It is anticipated that the provision of the new city centre facility will further contribute to widening and increasing participation in sport and active recreation, contributing in particular to health and wellbeing outcomes for children, families and people not currently taking part in regular sport or active recreation”.

Coventry to Hold Service and Parade for Armed Forces Day
Armed Forces Day takes place on Saturday 25 June and is a day for the city to show its support for the Armed Forces Community.

The day is a national event and Coventry City Council plans to mark the important occasion with a Service of Thanksgiving at 2pm at Holy Trinity Church, followed by a short parade. The parade will be around Broadgate, with the Lord Mayor taking the salute.

It is expected that the Local Army Reserves, Sea, Army and Air force cadets, Royal British Legion, Standard Bearers, Parachute Regiment Association, and RAFA will be in attendance.

Foodshare at Tesco Cannon Park

We wanted to let you know about an exciting programme called Community Food Connection that we are introducing at Tesco Cannon Park, Coventry. Along with several other Tesco stores across Coventry.
 
We want to make sure any surplus edible food we have is donated to local charities and community groups working to feed those in need. To help us with this, we have partnered with FareShare FoodCloud.
 
FareShare will find and match charities to our store and then help oversee the relationship once it is up and running. FoodCloud is a simple app that supports the day-to-day donations by letting charities know how much food a store has on any given day.
 
We hope to donate a wide range of products- bakery, fruit and veg, eggs and even chilled products like meat, ready meals and dairy products. Of course, we can give no guarantee as to what will be available on any given day.
 
This follows a successful pilot in other stores where we donated food to a broad range of causes such as homeless shelters, after-school clubs, food banks and women’s hostels. Knowing of your organisation and the great work that you do, we thought this might be of interest to you too. Please feel free to share this with others who might be interested.
