Congratulations to CEO, John Spink and the team from North Coast Aboriginal Corporation for Community Health (NCACCH) for becoming the 37th TIS Grant Recipient.  NCACCH is based in beautiful Maroochydore, Queensland and is renowned for its No Durri for this Murri Smoking Cessation Program. 

Everyone here at the NBPU TIS is delighted to see another Qld organisation on board and we look forward to meeting and supporting the TIS team, wherever necessary.  Welcome to the TIS family!!

FAREWELL TO ALLAN

As you may already know, Allan Miller NBPU TIS Liaison Officer will be finishing up with the unit.  Although Allan’s time at the NBPU has been brief, he meet a number of the Grant Recipients and assisted organisations with their Action Plan and some training.  Everyone here at Ninti One, particularly the NBPU TIS team, would like to wish Allan every success in his future endeavors.

On Monday 4th July 2016, all Grant Recipients should have received  the final copies of the Monitoring and Evaluation Framework and five national performance indicators for the Tackling Indigenous Smoking (TIS) programme.   All documents included:

How will the M&E Framework and performance indicators be used?
 
The aim of the M&E Framework is to provide guidance for the assessment (evaluation) of the national TIS programme in a number of performance areas.  The M&E Framework also provides the basis for the five TIS performance indicators that grant recipients are required to report against in their progress reporting.  It could be used for other indicators should you wish to develop additional indicators.
 
All organisations that receive TIS funding will need to report on the five performance indicators in their Indigenous Australians’ Health Programme (IAHP) funding progress reporting (rather than providing a separate report on TIS).  The regular IAHP reporting template will require reporting against all the TIS performance indicators.  This template is to be released soon by the Department’s Grant Services Division.  
 
It is important to note that the national evaluation of the programme conducted by CIRCA is made up of multiple components and is not solely based on grant recipient progress reports.  CIRCA will be drawing on a number of sources of information, which are outlined in the M&E Framework, so we encourage you to read the Framework in entirety.  
 
Part of the role of the national evaluation is to tell and assess the ‘journey’ and stages of improvement in rolling out the new TIS programme.  This includes considering the operational, organisational, regional and other contexts of grant recipients and how these may affect grant recipient performance and ability to adapt to the new TIS programme, such as how grant recipients undertake change management to focus on outcomes and evidence based practice.  In other words, the journey and unique stories of grant recipients will be taken into account.  It is recognised that a measurable reduction in smoking uptake and quitting will take many years to achieve so the journey to achieve these outcomes will be important to capture.
 
How were the M&E Framework and performance indicators developed?
 
CIRCA drafted the M&E Framework and five performance indicators in consultation with the Department, members of the TIS Evaluation Advisory Group, a number of TIS grant recipients, and the National Best Practice Unit TIS.
 
CIRCA then sought feedback on the drafts from all TIS programme grant recipients.  This feedback has been considered and incorporated into the final documents attached to this email.

Vacancies at NBPU TIS

 
PROJECT OFFICER - 2 POSITIONS
 
The National Best Practice Unit for Tackling Indigenous Smoking (NBPU TIS) supports regional tobacco grant recipients across Australia in their efforts to reduce the rates of smoking among Aboriginal and Torres Strait Islander people.  Reporting to the Manager NBPU TIS, these positions play a pivotal role in connecting regional grant recipients with the support available from the NBPU TIS. The key responsibilities of these Adelaide based roles are:-

•    supporting the Manager NBPU TIS to manage and deliver NBPU TIS activities; 
•    identifying, developing and delivering evidence based support to regional grant recipients; 
•    assisting to develop and deliver NBPU TIS action and engagement plans; 
•    organising and participating in frequent regional and national workshops; 
•    proactively maintaining, developing and enhancing strong ongoing relationships with a wide range of NBPU TIS stakeholders.
 
Preferably with appropriate formal qualifications or relevant practical experience in community development and/or health promotion, the successful candidates will have strong cross-cultural skills, excellent project management and administrative skills and the capacity to work collaboratively with a diverse range of stakeholders. Sound knowledge of the cultural, political, economic and social issues affecting Aboriginal and Torres Strait Islander peoples is essential, as are effective written and verbal communication skills.
 
Aboriginal and Torres Strait Islander people are strongly encouraged to apply. Extensive intra and interstate travel will be a necessary part of the role.
