REVISED HAZE GUIDELINES TO PROTECT EMPLOYEES

The Ministry of Manpower (MOM) has revised the “Guidelines for Employers on Protecting Employees from the Effects of Haze”. The revised guidelines aim to provide greater clarity on the respiratory protection for outdoor work when the 24-hour PSI exceeds 400.
Under the previous guidelines, at hazardous haze levels when the 24-hour PSI exceeds 300, masks or respirators should be provided for employees who are required to still perform outdoor work due to extenuating circumstances. However, an N95 mask may not be able to provide these workers with sufficient respiratory protection when the 24-hour PSI exceeds 400. As such, employers should consider providing respirators with higher protection factor, such as full-face respirators, to their workers who are required to perform prolonged outdoor work when the 24-hour PSI exceeds 400.
Employers are reminded that they should take additional preventive measures, such as the deferment of non-essential work and job rotation, when the haze is at hazardous levels. The revised guidelines will provide additional protection for workers who are still required to perform critical and essential work for prolonged hours when the 24-hour PSI exceeds 400.

NEA STUDYING WAYS TO MANAGE E-WASTE

NEA will study the laws and enforcement frameworks in other countries that require consumers to recycle and dispose of e-waste separately, for "potential application" here in Singapore.
In its tender that was called recently, the government agency said that it wanted a survey to be done of the entire e-waste collection and recycling value chain.
Currently, used electrical and electronic equipment is mostly taken away by second-hand dealers to be scrapped or refurbished. Some manufacturers also run schemes to take back used IT equipment.
"However, recycling avenues for some types of equipment, such as bulky consumer electronics and home appliances, are few and far between," NEA told The Straits Times last week. "A more comprehensive system needs to be established."

The four most active utility plays listed in Singapore are SIIC Environment Holdings, Keppel Infrastructure Trust, China Everbright Water and Hyflux.
Compared with their 52-week highs, prices of the four counters have come down by an average of 31.9 per cent, a Singapore Exchange report said. Of the four, Keppel Infrastructure Trust - with Waste-to-Energy and Newater plants as well as City Gas on its portfolio - bucked the recent market trend with a 14 per cent rise so far this month, closing at 52.5 cents last Friday.
Hyflux has also gained 10 per cent since mid-September to 69.5 cents last Friday, following its announcement that it will partner Mitsubishi to develop a Waste-to-Energy plant in Tuas for the NEA.
