Loud Music Playing into Early Hours.
We received a number of complaints from resident this week about loud music being heard into the early hours of last Sunday morning. It is believed that the late night entertainment was from the Chase Hotel on London Road, Whitley. Hazel asked the Council Licencing team about their licensing hours and what residents can do if it happens again.
 
‘The Chace Hotel, 428 London Road does have a premises licence which enables them to have live music from 11:00 - 00:30 hours on Monday to Saturday and 11:00 – 22:30 hours on Sundays.
If the music was still going on a 02:00am on Sunday morning then this is obviously outside of their licensable hours and we can visit the premises and give them a warning. 
 
There is a ladder of intervention which we must follow when dealing with enforcement action at a licensed premises, so the first stage would be to visit and give them a warning but if any further unauthorised activity is witnessed again. then we could look to take evidence for possible prosecution. 
 
I would suggest that the resident contacts the Out of Hours noise team on 0500 834 333 in order to report the disturbance. This would then be passed on to us within the Licensing Team and could be used as evidence that the premises are trading outside of their licensable permitted hours.

 
Misuse of Whitley Business Park Slip Road
Several concerned residents have informed us of the Misuse of the Whitley Business Park slip road.
 
One resident wrote: "I would like to make you aware of an issue with the new Whitley bridge that I am witnessing on a daily basis. In the evening rush hour, rather than queuing on the  A444 to get to the London road roundabout, cars are coming up the new slip road to JLR and then turning left (where 
it is signed no left turn). The issue arises where a car in the left and lane does as it should and turns right towards JLR, but the car in the right hand lane goes left towards leaf lane and nearly collides with the car in the left hand lane. Is there any way to resolve this issue, as people are obviously using the slip road to by-pass the queues at busy times?"

 
Hi Councillor Noonan,

We already have a camera at each end of the bridge looking which allows the control room to view the slip roads, bridge deck and access into JLR. These cameras do record but are not always pointing in the direction that we need. I do suspect that vehicles are cutting out the queuing traffic on the A444.

A short term solution may be to place a temporary VMS sign on the footway near to the signals informing drivers that the camera is recording.

With respect to the bus lane right turn I am aware that there are measures being put in place, ie. additional traffic signal loops, that would restrict the number of illegal manoeuvres at this junction.

Litter on Whitley Common
Residents have reported to us that footballers have again left litter, bottles and cans on Whitley Common after playing football matches last weekend. Hazel has asked the parks department to investigate.
 
The football leagues that use the Whitley Common pitches have confirmed that it does not appear to be official teams that have been leaving the litter. The parks Rangers Team and litter enforcement officers have been asked to monitor un-official pitch usage.
 
700 Additional Parking Spaces at JLR Whitley from 2nd November 
On Monday 2nd November a new 700-space car park will open at JLR Whitley, significantly increasing car parking capacity. To improve traffic flow onto site, the road layout within the site will be altered. At the car park entry roundabout, traffic will turn left to enter car park B as usual, with the car park immediately on the left available for car sharers only from 06:30 – 09:00. All other traffic will continue straight on using two lanes to improve traffic flow. 
 
Work will be completed to widen the road over the weekend. After 09:00, two-way traffic flow will resume. 
 
In addition, work will begin on Monday to increase the capacity of another car park by 250 extra spaces, which is due for completion by the end of this year. 
 
Tree to be Felled on Quinton Park 
The Councils Arboriculture Services Officer has reported to us that a Horse Chestnut Tree on Quinton Park (opposite Quinton Park Flats) is unfortunately dying and needs to be removed before it begins to break apart.
It will be removed in the coming few weeks and replaced in the winter planting season before the end of February 2016.
 
JLR Whitley Planning Application
A resident spotted a sign on a lamppost near JLR Whitley. It is a planning application for an erection of a two storey modular building and associated ancillary works for a temporary period of three years.

Whitley White H lines.

Whilst out checking the parking situation in Whitley this week Mark noticed these new White H Bars.

They have been painted across the access to the courts on the corner of Abbey Road and The Avenue.

On many occasions these entrances have been blocked by vehicles from JLR, causing residents, ambulance drivers & delivery drivers a lot of stress.
 
Hopefully it is now obvious that an access is present and so prevent obstructions occurring in the future.

Blue Lidded recycling bins
It’s been five years since the introduction of the Blue lidded recycling bin. We occasionally receive notifications from residents that their Blue lidded bin has not been emptied.
 
Frequently the reason for non-collection is due to the wrong items having been placed in the bin.

If in doubt the Council have ‘recycling champions’ who will visit residents to give advice.
 
Brown Lidded Recycling bin Reminder
There are just two collections remaining for your Brown lidded bin this year. Last collection for Cheylesmore & Whitley will be 17th November.

Stonehouse Estate will be 24th November.

Collections will resume again in February 2016.
 
Cheylesmore Ward Forum Tuesday 10th November at 7pm
The next Cheylesmore Ward Forum will be held on Tuesday November 10th at the Quinton Park Baptist Church at 7am.
 Items on agenda include:

Hazel to be the speaker at the Whitley History Group.
Hazel will be the speaker at the next Whitley History Group meeting on Tuesday 3rd November. She will be showing photos and talking about her year as the Lord Mayor of the City of Coventry.

The WHG has opened the invitation to any resident who would like to attend. Meetings are held at the Ibis Hotel, Whitley, starting at 7pm.

Scammers pose as Trading Standards Officers

Sunday 8th November  - 3pm at London Road Cemetery Civilian Communal Grave Service

Wednesday 11 November at 11am - Armistice Day poppy drop service at West Orchard Shopping centre. Open to all members of the public

Saturday 28th November - Sowe Valley Whitley Grove Woods Group tidy-up day. Meet at the end of the tarmac "road" on Folly Lane playing field near the entrance to the wood at 10am.
