The project team is recommending Alternative 1 be carried forward as the Preferred Alternative in the Draft Environmental Impact Statement after an initial assessment of how the alternatives would affect a variety of community and environmental resources. Engineering requirements, transportation impacts, cost, and potential benefits associated with each alternative were also reviewed. While each of the two build alternatives would meet the project’s Purpose and Need, Alternative 1 would provide the most cost-effective choice.
The recommended Preferred Alternative is not a final decision – all alternatives will be fully studied in the DEIS. Following a review of agency and public comments on the DEIS by ODOT and Federal Railroad Administration, the selected alternative will be identified in the Final Environmental Impact Statement and Record of Decision.
