Welcome, Janna - our new Clean Cities Coordinator! 

A warm welcome to our new Denver Metro Clean Cities Coordinator, Janna West-Heiss. Janna received her B.S. in Natural Resources, Environmental Communication from Colorado State University and is currently pursuing her MBA in Managing for Sustainability at CU Denver. In the past, she has worked in the realms of zero waste and renewable energy with Eco-Cycle, the City of Boulder, and the Colorado Renewable Energy Society. She has also gained corporate culture experience as an event coordinator at Sustainable Brands in San Francisco.

Janna will slowly be taking over day-to-day operations of the coalition, but Tyler Svitak will still be very involved with the program. You can reach Janna at JWHeiss@lungs.org or 303-847-0276. We are excited to have her join our team!

Governor Signs Executive Order including Petroleum Reduction
 
On November 4th, Governor Hickenlooper signed an executive order that outlines responsibilities regarding environmental leadership in the state of Colorado. The order sets a series of one year and five year goals that relate to energy and water efficiency, petroleum reduction, greenhouse gas emissions reduction, and environmental preferable purchasing. The order will directly effect all State fleet Vehicles including programs managed by the Department of Personnel and Administration and the Colorado Department of Transportation. These departments will promote the use of non-petroleum fuel vehicles a minimum of 90% of the time when considered cost effective. Charge Ahead Colorado Application Opening 

The Regional Air Quality Council (RAQC) and Colorado Energy Office (CEO) have opened the Charge Ahead Colorado application for electric vehicle (EV) and electric vehicle supply equipment (EVSE) funding. At this time, RAQC has funding for both EVSE and EVs for applicants within the Denver Metro Area (Adams, Arapahoe, Boulder, Broomfield, Denver, Douglas, Jefferson County and parts of Weld County including zip codes 80504, 80513, 80601, 80603, 80621, 80623, 80642, 80651). CEO has funding for EVSE for applicants outside the Denver Metro Area.

Lung Cancer Awareness Month
 
November is Lung Cancer Awareness Month, and the American Lung Association is spreading the word about lung health issues. November 17th will be the first ever #LungForceDay. If you are interested in helping to spread the word, you can click here to find out how to become an ambassador. Invitation to all Natural Gas Vehicle Supports 


On November 17th, Sparq Natural Gas will be hosting the grand opening celebration of the City of Trinidad's first compressed natural gas (CNG) station. The event will be held at the Shell at 806 E. Goddard Ave., Trinidad, CO 81082. The event will highlight the many advantages to CNG and will aim to answer quesitons regarding the alternative fuel. Massachusetts Fleet, Braun's Express, Celebrates 10 Years of Petroleum Reduction Success  
 
Braun's Director of Strategic Initiatives, Stephen Normandin, and his team have had continuous success when it comes to fuel efficiency. Since 2004, the fleet has implemented a variety of technologies and strategies. These methods have included:
  • Idle reduction
  • Hybrid electric vehicles (HEVs)
  • Telematics
  • Driver training
These strategies have increased overall fuel economy by an estimated 1 mile per gallon (MPG) across Braun's 185 tractor fleet. This equates to a savings of 1,500 gallons of fuel and $6,000 per truck per year, as well as avoidance of more than 10,700 tons of carbon dioxide (CO2) emissions annually across the fleet.

State Incentive Summary   
                               

Charge Ahead Colorado:

This grant program will fund 80% of the incremental cost, up to $8,260/vehicle, of a plug-in electric vehicle for entities located within the seven-county Denver Metro area that are ineligible for the state tax credit. The grant will also cover 80% of project costs associated with charging stations, up to $6,260 for Level 2 and $16,000 for Level 3 chargers, for entities located throughout the state. The grant is jointly administered by the Colorado Energy Office and Regional Air Quality Council. Full details and information can be found at their website.
  • Application is now open 

 ALT Fuels Colorado

This grant program will fund 80% of the equipment cost associated with compressed natural gas (CNG) fueling stations, up to $500,000. The grant will also fund propane and DC fast charging stations, up to $50,000, if they are co-located at an awarded CNG station. This portion of the grant is being administered by the Colorado Energy Office. The application and full details can be found at their website.
  • Application rounds every 6 months - next round expected January 2016
ALT Fuels Colorado will also fund up to 80% of the incremental cost for natural gas, propane, or plug-in electric vehicles over 6,000 lbs. Vehicles must operate within Colorado's federally-designated ozone non-attainment or carbon monoxide maintenance areas at least 60% of the time (program area map). Funding caps are set according to vehicle weight classes, and differ among public or private organizations. This portion of the grant is being administered by the Regional Air Quality Council. The application and full details can be found at their website.
  • Next application will open around February, 2016.  
  • There will be three funding cycles per year through the end of 2017

Department of Local Affairs (DOLA) Alternative Fuels Funding Program

In partnership with the Colorado Energy Office and Regional Air Quality Council,  DOLA's Energy and Mineral Impact Assistance Program Tier II application cycle will fund alternative fuel vehicles (AFVs), alternative fuel infrastructure, and maintenance facility upgrades that support AFVs. Only public entities (local governments and special districts) qualify. Infrastructure projects require a 25% minimum match. For vehicles, 100% of the incremental cost between an AFV and it's conventional equivalent would be funded. Full details and applications can be found at their website.
  • Applications due three times a year: April 1, August 1, December 1

Colorado State Tax Credits

Colorado offers a substantial tax credit for alternative fuel vehicles that are purchased new or converted, as well as idle reduction equipment, aerodynamic technologies, and clean fuel refrigerated trailers. Tax credits are categorized according to the fuel or technology type and vehicle weight class, and each category has a credit cap ranging anywhere from $6,000-$20,000. Details can be located on the Refuel Colorado website or by reviewing the Department of Revenue's guidance document, FY Income 67.
