Leaf Lane and Abbey Road Yellow Lines Consultation
This Letter and Map give the details of the phase one consultation for painting yellow lines on Leaf lane, to eliminate parking by JLR employees. This will allow good access for emergency vehicles and also create a clear road for users of the sports centre and IBIS Hotel
 
Abbey Road & The Avenue Yellow Lines Consultation
This second consultation will follow shortly and will detail the yellow lines suggested along Abbey Road, The Avenue and various other road junctions in Whitley.
 
Friargate Residents Liaison Group Meeting Summary
Last week Roger attended the Friargate Residents Liaison Group meeting. Discussions took place on the situation with too many taxis waiting at the railway station. The problem is partly due to Network Rail issuing numerous licences which is causing problems with them parking in nearby roads. 
 
There have been traffic issues heading out of the city via Warwick Road, partly because of vehicles trying to do a right turn into the school and also due to the pedestrian lights by the school. Also there have been holdups at the island near Centre 6.
 
The first building is starting to take shape at Friargate, which is due to be finished by 2017. Besides office blocks, there is hope a hotel will also be built plus at least one bock of flats. 
 
There were also talks about the residents parking scheme and the impact it has had on the area.

So far 168 penalty notices have been issued in Cheylesmore East and 328 in Cheylesmore West.

24 vehicles have been reported for possible misuse of permits and a number of these have been followed up.

Two Planning Applications on the Whitley Business Park.
  1. JLR applied for a first story extension to a modular building on their site. Five objections were received, so it will now be discussed and decided upon at a planning meeting on Thursday 26th November at 2pm. 
  2. St Modwin, who manage the whole Whitley Business park, have put in an application for a 12,000 sqm “warehouse type” building. This application is described as ‘speculative’ with no confirmed type of business or numbers of proposed jobs given. 
Hazel has concerns about a warehouse building on the site. She can remember when this site was given planning permission in 2001, it was described as a “High Tech Business Park” mainly for the motor trade and manufacturing. Of course jobs are welcomed but in Hazel’s view there are other sites around the city more suitable for “warehouse type” buildings.

Traffic Flow into Whitley Business Park improving
At the Ward Forum on Wednesday, Colin Knight, Assistant Director of Planning, Transport & Highways, said that a Council officer had been at the JLR site in the early mornings to help them with the inflow of traffic. This week the inflow rate was continuing to improve.
 
One major problem they had was trying to encourage drivers to use both lanes instead of just one.
 
On Wednesday morning he was pleased to say that the traffic congestion had disappeared by 7.50am whereas it had been in existence as late as 9am on previous mornings.
 
Safer Sector Groups – Whitley Volunteer Required

Safer Sector Groups - their aim is to provide a multi-agency forum based on Police Sector boundaries for identified community representatives and partner agencies, to share information on local issues of community safety, in order to address problematic behaviour through both:- 
  1. actions by Safer Sector Group Partners 
  2. through the provision of information to the City Tasking process to enable mobilisation and / or co-ordination of services and resources to hotspot locations.
 As I said, we do not yet have anyone from the Whitley area as a suitable representative. Their role would be to bring to the table issues of local concern, provide links to other community forums, such as residents groups and Ward Forums, and report back to their communities.  I believe meetings would be once per quarter.

Whitley Parking Issues – JLR update
This information was received from April Wickens, JLR Community Relations Officer on Monday 9th November
Hi Roger/Hazel,
 
Following a walkabout at 12 noon today, I am pleased to report that were no JLR Management vehicles parked in Leaf Lane and only 1 in Abbey Rd and the driver of that vehicle has now been contacted. No sign of our most persistent offender. 
 
Altogether there were about 10 private vehicles with JLR stickers but, as you know, we can take no action about these unless they are committing a traffic offence which would be a police enforcement matter. 
 
Hopefully this means that our persistence is paying off, please spread the word to you constituents....


Brown Lidded Recycling Bin Reminder
Last collection for Cheylesmore & Whitley will be 17th November.
Last collection for Stonehouse Estate will be 24th November.
Collections will resume again in February 2016
 
Council’s budget Proposals
At this time of year the City Council start to look at budget proposals for the year 2016 to 2017, which will be finalised in February 2016. Below are details of some of the proposals which will be discussed at a Cabinet meeting on Thursday 26th November 9.30am and to which members of the public can attend. If the Council’s cabinet approve the report, consultation on the proposals will run from 7th December to 1st February. Detailed proposals for further savings of £3.8million a year from 2017/18 will be finalised next summer. 
  • In order to deliver savings of £1.2million a year from April 2016 councillors will be asked to approve a number of measures including:
  • Not renewing the leases on the current buildings at Arena and Willenhall libraries and finding alternative premises for library services in both neighbourhoods.
  • Closing all libraries outside the city centre on Sundays when they are least used. Currently only Bell Green, Earlsdon, Foleshill, the Arena, Stoke and Tile Hill open on Sundays.
  • Closing all libraries outside the city centre on Wednesdays – currently just four libraries outside the city centre open on Wednesdays (Arena, Foleshill, Earlsdon and Caludon Castle).
  • Central Library will close one hour earlier on weekdays – at 7pm
  • Ending the mobile library service. Members of the public not able to visit a static library will be able to access the at home service provided in partnership with Age UK.
  • Reducing the £658,000 annual budget for buying books, DVDs and publications by £100,000
  • Closing two play centres – Eagle Street and Edgwick Park
  • Closing six public conveniences outside the city centre
  • Withdrawing an unspent youth service commissioning budget.  
  • Transfer community centres run by the Council to community organisations – just six across the city are still run by the Council
Coventry Blitz - 14th November 1940
75 years ago, Coventry experienced an 11 hour bombing raid which devastated the city, causing much damage and loss of life. On Saturday night, we remembered those lost all those years ago and how the city was reborn and became a place of reconciliation. 

Mark, Roger and Hazel attended and were all moved by the simple but lovely service on the steps of the Cathedrals, and the use of lights to show respect. Whilst also thinking of the loss of life in Paris only a few hours earlier.

Coventry's Music Museum is two years old in November
Despite sometimes not being automatically mentioned, when the talk turns to local museums and attractions, it still heads the number one spot on Things to Do In Coventry, on Trip Advisor and has done so for twenty months. Attracting over 8000 visitors from 46 countries (50 if you include the UK). Indeed, as I write the museum has had 298 reviews, 2 average, 13 very good and 282 excellent, that has to mean something, in this city?
Sunday 15th, at the 2-Tone Village. Knights venue, is hosting reggae legend Susan Cadogan, singing live with the AC 30's as support and her backing band.
Director Curator of the Museum Pete Chambers said, "The last two years have been a wonderful journey for us, it’s a joy to think that someone will get up in the morning, and decide to come and visit us. We all work for free, and it’s the people's kindness that makes it all worth it. I'm personally living the dream, the new extension is working perfectly, and the feedback in out guestbook and on Trip Advisor is more than we could ever hope for, pretty much 100% positive. getting Paul for our Birthday celebrations is the icing on the birthday cake. I just want to thank everyone who has helped, especially our volunteers and patrons and all the great musicians that rocked Coventry & Warwickshire and beyond".
The CMMuseum on Ball Hill, is open Thurs to Sun 10-4, £3.00 adults & £1.00 for children.

On Stage at the Belgrade
The Belgrade’s pioneering work-related learning programme, Acting Out - which works with young people who are not achieving their full potential within the mainstream education system, was the focus of a BBC documentary this week, entitled On Stage at the Coventry Belgrade. 
 
This learning programme was first developed at the Belgrade 50 years ago and 500 children have now benefitted from it. The project has been rolled out very successfully in both Cardiff and Birmingham, and has twice been held up as a model of best practice in the Government White Paper on 14-19 Education and Skills, keeping the Belgrade Theatre firmly at the forefront of pioneering community arts work.
 
The programme highlights some of the important work the theatre does within Coventry and the region.
