White Paper: Parking Requirements Reform


There is in fact a serious and significant national discussion occurring related to benefits and problems associated with the ubiquitous use of minimum parking requirements across the US and the world. Professor Donald Shoup, author of the “High Cost of Free Parking” has led the charge in this area; promoting how better parking policies can improve cities, the economy, and the environment. Recently several other noted academicians and planners have weighed in on the discussion of the importance of parking in general, expanding the research related to minimum parking requirements and proposing new options for how cities should approach these issues. This white paper summarizes some of the most salient issues associated with this debate and includes some additional research and case studies for your consideration.

Parking Presentations  
  • Chris Iser, P.E., LEED AP presented “An Overview of Parking Planning and Garage Design” on September 16th to the American Society of Civil Engineers (ASCE) Midlands Branch in South Carolina, where successful components of parking garage design were discussed. Chris also was a panelist on the topic of “Parking and Mobility” at the South Carolina Chapter of the American Planning Association (APA), joined by representatives of local police department, transit agency, and municipality parking department, where perspectives on parking and mobility for urban, suburban, and rural areas was discussed.
     
  • Sam Veraldi, CAPP presented “From Parking to Integrated Access Management – The Transformation of America’s Parking Management Paradigm” at the Carolinas Parking Association (CPA) conference held on September 23-25 in Myrtle Beach, SC and will also present the same topic at the Florida Parking Association (FPA) conference on December 2-4 in Amelia Island, FL. This presentation describes the evolution in parking management over the past decade with an emphasis on how the parking management paradigm has expanded in terms of integrating with the larger community transportation and access management equation. It also explores how the role of Parking Professional has evolved in terms of program vision and scope, strategic planning and our involvement with other related disciplines, making our jobs more interesting, varied, relevant and valuable.
     
  • L. Dennis Burns, CAPP presented on the topic of “Release the Parking Brake, Engage the Customer: Creating Vibrant Arrival Experiences” at the New York State Parking Association (NYSPA) conference and exposition held on October 13-16 in Buffalo, NY. Dennis also presented on the same topic at the Parking Association of the Virginias (PAV) Workshop and Tradeshow on November 2-4 in Virginia Beach, VA.
     
  • L. Dennis Burns, CAPP, Vanessa Solesbee, and a panel of downtown experts including Susan Pollay (Ann Arbor, MI), Lisa Harmon (Billings, MT), and Kâren Sander (Boise, ID) presented at the International Downtown Association (IDA) Conference and Tradeshow on September 30-October 2 in San Francisco, CA, where leveraging parking as tool for economic development and downtown management was discussed.   • Brett Wood, PE, CAPP will be presenting at the Florida Parking Association (FPA) conference on December 2-4 in Amelia Island, FL where Using Innovative Tools for Municipal Parking Planning will be discussed. At the 2015 T2 Connect Conference in New Orleans to be held on November 17-19, Brett will be presenting on Using LPR Technology to Improve Data Collection Methodology. At the January 2016 Transportation Research Board (TRB) Annual Meeting in Washington DC, Brett will be a discussant at a workshop related to the topic of Measuring the True Value of a Parking Space.

The Kimley-Horn parking team is hard at work serving clients and communities. Here is a brief snapshot of a recently completed project: 

The Metropolitan State University Parking Ramp


Kimley-Horn designed a multiphase parking ramp for Metropolitan State University to address growing enrollment and to support additional educational buildings on the campus. Phase 1 of the parking ramp provides over 770 stalls; the phase 2 parking ramp expansion will bring the total stall count to more than 1,110 in the ramp. The parking ramp was constructed on an existing surface parking lot, which consumed nearly a full city block of MSU owned property—by consolidating a majority of the campus wide parking stalls within the 5 level parking ramp, a significant portion of that property was made available for additional campus development, including a Student Center and a future Nursing building. The consolidation of parking for the campus and the growing enrollment also resulted in additional traffic volumes on the city street network, which required a traffic impact analysis and ultimately, offsite improvements to the city street network . With the campus in an ultra-urban environment, the design phase of the project had a high level of public outreach and involvement. Kimley-Horn provided parking functional design, structural design, traffic engineering, civil engineering, permitting, stormwater design and below grade stormwater treatment, landscape architecture, public involvement, and construction phase services.
