Speeding Traffic on Leaf Lane
For a while a resident has been concerned that a Speed Limit Sign ‘blacked out’ during the road works had not been returned to its 30mph status. After several contacts with the Council it was discovered that Constain was responsible for correcting this.
 
Dear Bob
There are some 30mph hour signs in Leaf Lane that were blacked out when the lane was reduced to 20mph.
A resident is keen that they are ‘cleaned’ ASAP. Apparently it is down to Costain to get them done.
Can you chase up please?

The project manager has visited the site today and identified the offending sign. He will make arrangements to get this issue rectified.
 

At our surgery last Wednesday another concerned resident informed us that vehicles are continuing to speed down Leaf Lane. He asked if speed bumps or similar could be installed. Roger has written to the Officers concerned and we’ll inform you of their response.
 
Two Petitions Asking for Improved Safety on London Road
Mark’s e-petition has finally appeared on the new Coventry City Council Website. Mark is calling for a reduction in the speed limit from 40mph to 30mph on a section of London Road from Allard Way to Chase Avenue. This particular stretch of road is a busy route where many school children and residents attempt to cross and sadly, a number of accidents have occurred in recent years.

Hannah, a local resident, has organised a paper petition, which says
"We the users of London Road at the junction of Abbey Road- call for the council to look into serious safety measures as a response to 3 fatalities in the last 2 years.
The speed of the road at night is dangerous.
Crossing the road as a pedestrian is dangerous- especially getting off the bus to get to Whitley. 
The bus lane is ignored and it is dangerous turning right into Abbey Road and turning right out of Abbey Road into London Road.
This junction confuses non local road users.
Crossing Abbey Road on foot is dangerous due to the width of the junction and the speed of the traffic approaching from London Road."

Soil Dumped in Leaf Lane Field Entrance

During a visit to Leaf Lane this week to monitor progress on the various broken and paint covered road signs, Mark arrived to find a vehicle emptying soil in the open field entrance.

The name on the vehicle was taken and additional details of this incident have been passed to Council Officers .
 

The Saga of Foresters Road
On 26th July, we reported that a resident had raised concerns about the poor state of Foresters Road which had been made worse by the National grid works.
 
On 11th August, we were told that the work would be completed sometime in September.

After much chasing this response was received on 23rd November from Nicholas Beardmore, Highways Site Agent
 
Apologies for the delay. I have checked with the team and the job does not appear to be on their handheld, whilst our system states it is. We will try to find out what the issue is. In the meantime, we will start these works today.
 
After the repairs had been completed, the resident contacted Roger to say that the larger areas had been repaired but not the small potholes. Response from , Rebecca Alcock
 
Dear Councillor Bailey

The gang doing the work have rightly repaired the areas marked up and in their job ticket. Having been to site today there is a new small pothole outside no.14 for which I have raised a repair. The remainder of the road is undoubtedly tired but nothing there I would deem as dangerous. Our technical services team are aware that the road requires a more substantial treatment therefore it will be considered along with all the other roads in the City, on our forward planning programme.

In the event more potholes appear after bad weather etc, please let me know and we will happily make another site visit.

 
External Letterbox Warning
A few days ago a local resident suffered from ‘Post Crime’.

Thieves had fraudulently applied for credit cards with the resident’s address and were caught trying to retrieve them from their external letterbox.

The resident has since removed their box and wishes to warn others of this potential problem.

JLR Whitley Planning Application
Our 1st November Update informed you that JLR had submitted a planning application for a two storey modular building, for a temporary period of three years.
 
Roger was at the planning meeting where it was stated that this was a part-retrospective application for the virtual development centre for manufacturing processes. Employees are currently based in another building on site. Use of the building is due to be discontinued by November 2018 and the building removed by December 2018.
 
Roger asked if the Council has enough powers in place to force the removal of the building once three years has passed and the planning officer said "yes". Planning permission was granted. 
 
It’s worth noting that recent planning permissions have seen car park spaces increased from 3,136 to 4,171. 

Potential Noise from Network Rail - Early Sunday morning’s Work
Track replacement work is scheduled in the Pinley area starting on Sunday 29th November to Sunday 31st January. The work requires the use of lighting & generators. Read more ..
  
Christmas Fayres Update
Roger and Mark visited various Christmas Fayres on Saturday within and close to the ward. 

A visit to St James Church on Abbey Road gave the opportunity to hear Christmas carols, enjoy a pork and stuffing batch and buy presents. Mark saw the war memorial plaque, dedicated to local men who lost their lives, which was researched and purchased by the Whitley History Group. 
 
Whilst at Christ Church in Frankpledge Road there was a chance to buy presents including local products like jam, chutney and Christmas Cake plus sample their bacon butties. There were also two working model train layouts on display, enjoyed by people of all ages, plus a variety of games. 
 
Last stop was the open day at the Charterhouse on the London Road, with an opportunity to take a guided walk, buy cards and cake. The tour was excellent and included a history of the building with viewings of the respective wall art work (see photo).Future plans for the site and the surrounding land were discussed.
 
At each event Mark and Roger had the opportunity to talk to residents and bring them up-to-date on issues in the ward, including developments at JLR and on parking issues and plans to help deal with them.  

Police and Crime Commissioner
As a result of the West Midlands Combined Authority Devolution Deal, details here, the post of the Police and Crime Commissioner will be included into the duties of the elected Mayor. The term for the present Commissioner will be increased to 2017 after which time the post of PCC will cease to exist.
 
Mark would like to hear your views on this, as he thinks that there may be a ‘mixed’ response to this announcement. The role of the PCCs was to be the voice of the people and hold the Police to account.
