Message from the President

Dear colleagues,

This newsletter comes as my final communication to you in 2015. Whereas I mentioned in previous correspondence that you should have expected a Note from the President following the 24 November Board meeting, please be advised that the meeting was cancelled owing to the recent security situation in Brussels. The next meeting of the Board will take place on 16 February 2016; this, as well as the five other meeting dates scheduled in 2016, have been posted to the event calendar on the ENQA website.

I would like to take this opportunity to offer my gratitude and bid a fond farewell to Board member Daisuke Motoki, who has resigned his position as Managing Director of ENQA member FIBAA and therefore relinquishes his position on the ENQA Board. On behalf of ENQA, I would like to wish him the very best in his new position as Assistant Dean of the WHU - Otto Beisheim School of Management.

Looking ahead to 2016, this newsletter offers a glimpse of the activities to come – from the continuation of external agency reviews to the promotion of the ESG 2015 (and the instructional events associated with that) – and comments on those which have by now (or have almost) concluded, such as the 2015 EQAF, the QACHE project, and the 4th Quality Procedures Project. The year begins with a few changes, including the addition of two newly elected Board members and the incorporation of the new ENQA statutes and Rules of Procedure in our daily work. Finally, it mentions further opportunities for the members and affiliates of our association to collaborate and discuss topical issues and learn from our differing experiences, such as at the Staff Development Group seminar and the Members’ Forum – both of which are now open for registration.

As the year winds down, I am able to reflect on ENQA’s accomplishments and opportunities for celebration this year. I would like to offer my sincere thanks to the members and affiliates for their support during the year, and I would like to pay tribute to the ENQA Secretariat who have, as usual, done such an excellent job on behalf of our association in 2015.

A new version of the ENQA statutes was approved by the General Assembly on 23 October in Dublin, Ireland. > More
 
Since October 2015 all ENQA-coordinated reviews are carried out according to a revised model, called ENQA Agency Reviews. > More
 
Registration for the 6th ENQA Members’ Forum - hosted by the Hungarian Accreditation Committee (HAC) and taking place on 28-29 April 2016 in Budapest, Hungary - is now open. > More
 
A consortium consisting of ENQA, the University of Barcelona (coordinator), the Association of African Universities (AAU), the European University Association (EUA), and the German Academic Exchange Service (DAAD) submitted a joint tender, which has been recently approved, to administer the “Harmonisation, Quality and Accreditation initiative” on behalf of the European Commission. > More
 
The 2015 European Quality Assurance Forum (EQAF) was held in London, United Kingdom, on 19-21 November, hosted by the Quality Assurance Agency (QAA) and the UCL Institute of Education. > More
News from ENQA Members and Affiliates
A collaborative international research project between the United Kingdom’s Quality Assurance Agency (QAA) and the British Council has considered the extent to which quality assurance cultures have evolved in nine countries, in relation to the differing features of their higher education systems. > More
 
The German Accreditation Council (GAC) passed a resolution which facilitates the accreditation of international study programmes leading to joint degrees. > More
 
The composition of the HCERES Board has been further enriched by the addition of three representatives from QA agencies outside France - members of ENQA - who now sit on the Board of HCERES. > More
 
Members of HAC and members of the Hungarian Advisory Board of external stakeholders focused on strategic options for evaluation and accreditation, as the third cycle of institutional accreditation is nearing its end. > More
 
In autumn 2015, the quality assurance activities of the European League of Institutes of the Arts (ELIA) were transferred to EQ-Arts, a community of trained and experienced professionals in higher arts education who have developed and tested quality assurance methodologies of arts by conducting institutional and subject reviews across Europe. > More

The project specifically aims to manage the ESG 2015’s publication, distribution, and dissemination. > More

QACHE Toolkit presented at final conference in Paris
The final conference of the ENQA-led project Quality Assurance of Cross-border Higher Education (QACHE) was held on the premises of the High Council for the Evaluation of Research and Higher Education (HCERES) in Paris on 5-6 November 2015. > More

ENQA presents the Quality Procedures Project report
In 2014, ENQA launched the 4th edition its “Quality Procedures Project” focusing on internationalisation. The findings of the project, presented in an ENQA publication in October 2015, describe the types of international activities or procedures in which QA agencies are engaged or in which they are planning to engage. > More

ENQA contributes to European Parliament study on “University Quality Indicators”
The Academic Cooperation Association (ACA) and the German Academic Exchange Service (DAAD) were commissioned by the European Parliament in early 2015 to produce a study, “University Quality Indicators: A Critical Assessment”, comparing quality assurance and rankings in Europe. Maria Kelo, the Director of ENQA, was invited by ACA to co-author the study, which has now been published by the European Parliament. > More

Report examines compliance with 2005 CBHE guidelines
In 2005, the OECD and UNESCO published a joint recommendation, Guidelines for Quality Provision in Cross-Border Higher Education, to support and encourage international cooperation and enhance the understanding of the importance of quality provision in cross-border higher education (CBHE). In 2015, to follow up the implementation, and based on a survey about stakeholders’ practices in CBHE, a report was published to demonstrate the extent to which countries comply with the guidelines of the recommendation. > More

British Council report predicts student mobility trends
A British Council report on global postgraduate student mobility includes an analysis of the largest inbound and outbound growth markets for the next decade, forecasting key drivers of student mobility as well as postgraduate student flows to 2024. > More

Latest THE league tables have been released
Times Higher Education has recently released its World University Rankings 2015-2016 and its BRICS and Emerging Economies Rankings 2016. > More

OECD’s report on the state of education provides greater focus on higher education
