Merry Christmas from MAV Procurement

From the team at MAV Procurement we would like to thank you for your support in 2015, and we wish you a Merry Christmas and a happy New Year.

The MAV office will close on 24 December at 3pm and will re-open on 4 January 2016.

What’s happening with LEAP?

There are now 22 councils participating in the LEAP Program. Geelong and Manningham have just completed the LEAP spend analysis workshop, where they selected continuous improvement priorities for the next 12 months.

Benefits for councils and regions participating in the MAV LEAP Program include:

  • Visibility of category and contract savings opportunities
  • Inform regional collaborative procurement projects
  • Driving shared services delivery of procurement and other core services
  • Delivery of targeted support to each council and regions to continuously improve
  • Ability to monitor compliance with policy and probity performance.

MAV Procurement survey: update

The MAV Procurement feedback survey closed on 20 November and overall the responses have been extremely positive. Overall satisfaction was very high; 90 per cent of councils surveyed rated our performance as good or better. Full details will be provided in the January bulletin.

Procurement training

The MAV Procurement Contract Management Series incorporates a variety of courses designed to build general and more specific skills in procurement and contract management within the context of local government.

This year we conducted a survey following the series; the overall verdict was that attendees were extremely satisfied with the training.

Feedback suggested that the topics and courses were relevant, the content was organised and easy to follow, the training will be useful in workplaces, and the trainers were knowledgeable in all areas.

We also asked our attendees to list courses they would like to see in 2016. We are pleased to announce next year's series will incorporate the following courses:

  • Procurement for executives and councillors
  • Probity in procurement
  • Spend analysis essentials for savings, efficiencies, compliance and collaboration
  • Procurement essentials
  • Managing contracts in local government
  • Planning and specification development
  • Evaluation, negotiation, supplier selection and contract establishment
  • Social procurement and economic development (in-house workshops only)
  • Contractor OHS management (in-house course only).

All course content information and dates will be released in January 2016.

Energy Efficient Street Lighting Hardware: tender refresh

A tender refresh was issued on 19 December for existing contract SL9311 Energy Efficient Street Lighting Hardware (luminaires and associated PE Cells).

This RFT seeks to refresh the existing panel to facilitate improvement of supply options for recently approved lighting and to expand purchasing ability by Tasmanian councils.

Contract update

Web Content Management System

The tender for the Provision of a Web Content Management System (CMS) (CM4323) closed on 8 December and is now currently under evaluation by the review panel.

The indicative timeframe for the new contract is:

  • Evaluation: December – mid January 2016
  • Agreements/contract negotiations: February 2016
  • Contract commences: March 2016

Debt Recovery Services

The current contract for Debt Recovery Services (DR8410-2015) will expire on 28 February 2016. The new tender closed on 4 December and is now currently under evaluation.

The indicative timeframe for the new contract is:

  • Evaluation: December – mid January 2016
  • Agreements/contract negotiations: February 2016
  • Contract commences: 1 March 2016

Permanent Recruitment– Stage two

Stage two of the panel replacement program for the Recruitment Services (RS8017-2015PR) panel is underway.

Tender for permanent recruitment (classified levels and above) opened on 19 December and will close on 29 January 2016.

We would like to thank the following council representatives for participating on the steering panel to guide this tender process, and for their work moving into tender evaluation in 2016.

Contaminated Land and Landfill Consultancy & Environmental Audit Services

Tender evaluation for the provision of Contaminated Land and Landfill Consultancy Services and Environmental Audit Services (CL7700) is almost complete.

The recommendation paper is due to be circulated by the end of December. It is anticipated that contracts will be awarded and finalised during February.

We would like to thank the following council representatives for participating on the steering panel to guide this tender process, and for their work moving towards completion of evaluation stage for the 23 tender responses.

ICT Professional Services

The evaluation of the ICT Professional Services (ES8111) tender has been delayed and will be completed in 2016. We will endeavour to get this panel setup and available to councils in February. For further information, contact Paul Taylor.

VMware

A project steering committee has been established and discussions are well underway with VMware (VM4323-2016) regarding the next Enterprise License Agreement which needs to be in place by 1 July 2016.

A recent survey of councils (41 responses) showed that while there was interest in other virtualisation products, the majority of existing VMware users (88 per cent) will have continued requirements for at least the short to medium term.

A tender for our VMware administration partner (currently Thomas Duryea) will be run in the new year once the bundle options and participating councils have been confirmed. For further information, or for the results of our VMware survey, contact Paul Taylor.

Telecommunications

MAV Procurement recently conducted a survey requesting feedback on our existing Telecommunications (TC4322-2013) agreement. The purpose of this survey was to understand what’s working well and what’s not, and also to request feedback regarding exercising the first extension option at 30 November 2016.

Overall, the feedback (19 responses) was extremely positive with 87 per cent of responses indicating the scope of the contract met council needs, and 68 per cent indicating the available pricing is competitive / beneficial to council. With this in mind, and given we have the ability to refresh this contract if new technologies need to be included, MAV Procurement will now seek an agreement from the panel of suppliers to exercise the first extension option.

Fleet update

NPN1.15 – Specialised Trucks and Bodies and NPN2.15 – Plant Machinery Equipment

After a few delays finalising contracts with some organisations, all successfully appointed suppliers under the two new National Procurement Network (NPN) fleet contracts are now available to councils via Vendor Panel. For further information, contact Paul Taylor.

Contract extensions

Park and Playground Equipment

The contract for Park and Playground Equipment (PP4924) – which covers the provision of park, playground and fitness equipment, outdoor furniture, structures and signage, and related products and services, has been extended for an additional term of 12-months, expiring on 15 January 2017. This is the last remaining option and we will be re-tendering the contract mid to late 2016.
