Highlights from January 5, 2016 City Council Meeting
6. Consent Agenda 

a. Minutes December 8, 2015 Approved

b. Schedule a public hearing on the proposed disposition of publicly-owned property addressed as 503 West Washington Street on Tuesday, January 19, 2016 Approved
7. Public Hearing
a. Hold a public hearing for the expansion of the City's tax abatement program to include vacant lots in areas designated as rehabilitation area. Approved

b. Hold a public hearing to purchase 512 University Boulevard and an easement to the rear of 525 University Boulevard. Approved
8. Public Information Period
a. Can Council clarify thousands of dollars spent to VML?
The money spent is customary as in the past for educational opportunities to members of council in the development of decision making and global trends that impact economic development, learning about available resources, fiscal responsibility and of course leadership.

b. Can a report be provided to the public about the recent conference trips taken? Yes, through the Virginia FOIA process.

c. Please follow up on the issue at The Skate Factory. All questions can be directed to the City Attorney's office.

d. How can residents receive responses to their questions during the Public Information period?
Answers to the public information questions are posted in the Council Communicates online after each council meeting. They are also responded to by the City Manager at the following council meeting.

e. Will Council hold a separate town hall meeting for entire community?
Each member of Council will hold their traditional ward meetings.

f. Please address the drainage issue at 652 Old Wagner. The City's Public Works Interim Director visited the site and noticed standing water in the ditch.  Public Works is actively working on solution to address the area wide drainage to include standing water.

g. Please address the light at Rives Road and Crater Road. The City’s Consultant synchronize (retimed) the traffic signal on S. Crater Road last fall to optimize traffic flow.  Staff has reviewed the traffic light and in addition asked the traffic engineer consultant to monitor the intersection and adjust timing based on field observation.

Wilson-Smith:

Schedule public hearing to reinstate Commission of Community Affairs


Hart: Ward 7 meeting, January 28, JEB Stuart School

Hill: Ward 2 'Get Acquainted' meeting, March 21, Traditionz, 6:30pm ton 9pm

Moore: discussion about parking downtown

Please follow up to Graham Rd. and S. Crater Rd. sidewalk repair.


In order to expedite street repairs this project will be constructed in two phases.  Phase one is a temporary fix until the Virginia Power pole can be relocated.  Phase two will involve reconstruction of the curb radius to reduce the risk of tractor trailers riding up on the sidewalk and breaking up the concrete.  We hope to have phase two completed by the middle of February however the critical path for phase two is relocating the pole.

Phase one:
-Miss Utility will mark the corner for excavation no later than Jan 12, 2016.
-City crews will excavate the corner removing the #3 stone and replacing it with crush & run and asphalt no later than Jan 19, 2016

Phase Two
-City will work with VP to relocate the pole
-City Engineer will redesign curb radius and sidewalk
-Crews will install new curb and sidewalk


Parham: Rescind Dec 8 vote/ Motion to adopt a policy all new essential  and non essential $80K greater deputies, or equivalent must establish city residence within 6 months from the start of their employment. Approved
