JLR Plans for a “Whitley South”
Mark, Roger & Hazel are looking at these plans with interest and will continue to fight for local residents to ensure employees cars don’t park on our streets. 
 
"Whitley South" is a proposal to create a 60 acre ‘engineering technology hub’ near to Jaguar Land Rover’s global headquarters. Automotive industry suppliers have already shown an interest in developing the site alongside development anchor, Jaguar Land Rover.

There will be a chance to view the plans and meet the team in a marquee in the grounds of Jaguar Land Rover’s Headquarters in Whitley. On:
  • Thursday 21st January 2015 6pm to 8pm
  • Friday 22nd January 2015 5pm to 7.30pm
  • Saturday 23rd January 11am to 4pm
Abbey Road Closed for Water Mains Installation
Abbey Road (from The Avenue down to the bridge) will be closed to non-residential traffic from 17th January to 26th February for a Water Mains Installation to the Whitley Business Park.
 
Traffic Lights at Tollbar Intersection

Dear Cllr,
 
As you are obviously aware, we have been inundated with complaints from business users based at Middlemarch Business Park, concerned about the perceived increase in congestion when leaving Siskin Drive, particularly during the afternoon rush hour. We commenced this contract late 2013, and inherited the extremely congested traffic situation, with well documented evidence of the build-up of traffic from Middlemarch Business Park, particularly during late afternoon as reported in an article in the Coventry Telegraph 10 March 2013.
 
In March 2014 we were given control of the traffic lights and we commissioned a firm of traffic light consultants to examine the lights and set them for optimum efficiency. We did notice an immediate ........

Construction Traffic using Stoney Road?
A resident raised their concerns that Stoney Road was being used by Friargate construction traffic.
Here is the response from Stephen Reynolds, Property Skill
Hi Roger

Just to let you know that this matter was followed up.  The mobile crane and support vehicles are between 13m and 20m long and have no say over the route as the highway authorities and Police direct which route should be taken.  We know that the submitted route was via the ring road and the haulier confirms that the route was followed

The crane supervisor was present on site all day and did not witness any lorries accessing or egressing other than from junction 6.  I can only assume that a resident on seeing the vehicles manoeuvring in Manor Road has incorrectly assumed that the vehicles arrived via Stoney Road.

Please be assured that the contractor is fully aware of the requirement to avoid residential streets and is careful to monitor to ensure that the commitment is respected.

 
Update on Proposed Tree Work at  Bartholomew Court
Following last week’s news item, here is the report & photo from Robert Penlington, Tree Preservation Officer
Dear Cllr Bailey,
 
Following my site visit with regards to the mature Lime, unfortunately the base of T4603 Common Lime (located to the right hand side off The Avenue entrance) is under decay from the aggressive fungal pathogen (Kretzschmaria deusta) as evident by its mature phase brackets (please see photo identifying tarmac-like looking fungal brackets) to the base circumference of the tree. Nb The raise in soil levels during the development phase, above the tree’s buttress roots and up the trunk would not have helped.
Upon percussion when struck by a mallet, a dull resonance is heard. In such cases I’m afraid with this aggressive species of pathogen we would need to allow for an appropriate pathogen resistant replacement, possibly with a Scots Pine.  

  
London Road Cemetery - Heritage Lottery Funding Meeting
Roger and the chair of the Friends of London Road Cemetery, attended this meeting & the latter had an opportunity to speak. The Council, in partnership with Historic Coventry Trust, had developed a proposed outline scheme to restore the Joseph Paxton Arboretum Cemetery on the London Road.  
 
These recommendations were accepted and the process will now continue: -
1. Approve retrospectively the submission of the stage 1 application to Heritage Lottery Fund, “Parks for People” for the London Road Cemetery Project for £305,800.
2. Authorise the Council to act as the accountable body for the Stage 1 grant award.
3. Delegate authority to the Executive Director, Place and Legal Services Managers to finalise and enter into any necessary agreements in relation to the HLF funding.
4. Approve a local contribution of £20,000 from the Council’s own funds towards the development stage to be used in addition to HLF Funding.
5. Authorise applications to other funding providers to develop a funding package for delivery of a phase 2 submission, subject to Cabinet Member approval limits.

Dropped Kerb Requirement to be Enforced in Coventry
Many residents have asked us why people are allowed to drive across the pavement to access their property when it is a Highways regulations requirement to have a dropped kerb.

The Council is trying to solve this problem by appointing a “Vehicle Crossing Officer”.

Report of Meeting for New School on Alice Stevens Site
Mark, Roger & Hazel attended the meeting along with about 30 local residents. A Council officer explained that the proposal is a collaboration between Whitley Abbey Primary and Tiverton School. The proposals are to:-
  • remove the old Alice Steven’s buildings
  • build new premises on the site to cater for 82 pupils with special education needs
  • share resources between the two schools
  • provide nursery provision
Residents expressed their great concerns about the increase in traffic around their already very congested roads, as mini buses would be adding to the problems. They also asked if the single width access road was to remain as the only route in to the schools.

It was emphasized that this was still a proposal. Nothing had yet been decided and people’s concerns had been noted.

Mark, Roger & Hazel with continue to monitor the progress of this proposal and voice residents’ concerns for the safety of the children and the problem of traffic congestion.

Just to update you, they mended the street light in Wrigsham Street on Wednesday, thanks for your assistance in this.

 
Coventry – the Local Plan
Mark was in the public gallery and Roger and Hazel were in attendance at the recent full Coventry Council meeting to discuss the Coventry Local Plan. This plan is a many hundred page document that covers policies including: development, housing, economy, jobs, employment, public health, leisure, greenbelt, heritage, design, transport, climate change and infrastructure provision.

The plan was debated at length and Mark’s impression was that Coventry Conservative Councillors were, in principle, in support of the local plan acknowledging that there were some good proposals within it, but they were against the greenbelt schemes. Due to the length and complexity of the plan they also asked for an amendment seeking to extend the period of consultation from six weeks to twelve weeks along with a proposal to take notice of feedback from residents. 

Sadly, this was rejected. Coventry Labour Councillors voted the plan through without an amendment. Read the Coventry Observer report of the meeting.
 
For Mark the main ‘city wide’ issue of concern with the plan is the destruction of the Greenbelt for the building of new homes. He also questions the figures quoted within the report, on population growth, and how this determines housing needs.

Road Closures as Demolition of Coventry's Station Tower Continues
From Friday, January 15 to 8pm on Friday, January 22, both lanes of Station Square north will be closed.
The footpath will also be closed and the pedestrian route will be diverted to the south side of Station Tower.

Other info - The first hour is looking at dealing with specific illness situations. Such as people with diabetes, epilepsy or someone having a heart attack.
We will then go through bandaging, putting arms into slings and how to deal with those situations. Then the last hour or so, is a basic overview into Cardio Pulmonary Resuscitation (CPR)

Snowy Weather Ahead?
With snow forecast over the coming week, there could be some schools that, due to adverse conditions, will close. The decision to close a school is taken by the Headteacher and the Chair of Governors. They will inform the Council who will put it on the school closures website www.coventry.gov.uk/schoolclosures for all to see. Most schools will also contact local radio stations and put the information on their school website home page.
