Joyce Daake retiring from Truck Services 

Joyce Daake, director of Truck Services, Inc. (TSI) at the Nebraska Trucking Association, is retiring after eighteen years of service.
On September 15, 1997, Joyce was hired as the assistant director for Truck Services, Inc. and actually became the director of TSI the day before she even started working there.
Joyce stated that every day has been an opportunity to problem solve and learn new things, meet new and interesting people on all levels, and interact with and be a liaison between clients and the particular government agency involved. 

Joyce has been a member on Industry Advisory Committees for IRP, IFTA and UCR, allowing her to provide feedback in an advisory capacity for the industry and to make many contacts across the country helping her do her job even better here for her clients. Serving on the IRP, Dispute Resolution Committee (DRC) brought her up close and personal with the internal processes of the IRP.
Membership in NATSA, LLC, also gave her the contacts with other service providers throughout the US and Canada.  As secretary for the organization, many of the members not only became friends, but were valuable mentors as Truck Services grew.
Joyce started in the industry years before Truck Services at a 2-truck LTL operation, Husker Express Inc. in Seward, Neb. She then joined JTI, Inc, an interstate operation with over 300 trucks, doing licensing, driver log books and fuel tax.
Joyce is looking forward to spending more time with her family. Her children are grown with their own families now, so she’s looking forward to spending more time with them and her seven grandchildren. She’ll have even more time now to be in the stands to cheer them on at their middle school, high school and college athletics. 
What will Joyce miss most?
She says the people—coworkers, clients and government workers who help Truck Services keep Nebraska truckers rolling. “I'd like to thank each of you for your part in the 18 years I've been here.
It's like a big family. You are the BEST and I will miss every one of you.”
Joyce's last day at TSI is this Friday, Jan. 29. 
Joyce has been an asset, growing Truck Services over the years. We will miss you, Joyce, and wish you only the best in your retirement!

DOT Update on Significant Rulemakings


Last week DOT published its monthly Report on DOT Significant Rulemakings. The report included the following updates:
  • Safety Fitness Determination NPRM – published January 21, 2016. Accepting comments until 3/21/2016. 
  • CDL Drug and Alcohol Clearinghouse Final Rule – publication has been delayed one month, from April 15, 2016 to May 13, 2016.
  • MAP-21 Enhancements to the Unified Registration System NPRM – publication is still scheduled for August 2, 2016.
  • FMCSA/NHTSA Joint Rule on Heavy Vehicle Speed Limiters – publication has been delayed two and a half months, from December 3, 2015, to February 15, 2016.
  • Entry-Level Driver Training NPRM – publication had been delayed five weeks, from December 28, 2015, to February 9, 2016.
  • State Inspection Programs for Passenger Carrier Vehicles Advance Notice of Proposed Rulemaking (ANPRM) – publication has been delayed four months, from January 29, 2016, to May 13, 2016.
  • Motorcoach Rollover Structural Integrity Final Rule – publication is still scheduled for May 21, 2016.
  • Federal Motor Vehicle Safety Standard (FMVSS) 150 - Vehicle to Vehicle (V2V) Communication NPRM – publication has been delayed two weeks, from March 31, 2016, to April 18, 2016.

Driver coercion rules takes effect this Friday

The new rule prohibiting acts of coercion aimed at compelling truck drivers to violate federal safety regulations takes effect this Friday, Jan. 29
FMCSA adopts regulations that prohibits motor carriers, shippers, receivers, or transportation intermediaries from coercing drivers to operate commercial motor vehicles in violation of certain federal regulations, and enacts fines up to $16,000 for violations. Regulations include drivers' hours-of-service limits; CDL regulations; drug and alcohol testing rules; and the hazmat regulations. In addition the rule prohibits anyone who operates a CMV in interstate commerce from coercing a driver to violate the commercial regulations. 
The rule also includes procedures for drivers to report coercion to FMCSA.

Fremont Contract Carriers and Grand Island Express named 2016 Best Fleets to Drive For

Congratulations to Nebraska Trucking members, Fremont Contract Carriers and Grand Island Express for being named by Truckload Carriers Association (TCA) and CarriersEdge among the Top 20 Best Fleets to Drive For, providing outstanding workplace experiences for their employees and professional truck drivers. 
Also congratulations to member Crete Carrier Corporation being named one of the five "Fleets to Watch" for demonstrating innovative driver programs.
In its eighth year, this annual survey and contest is a result of company drivers or owner operators nominating their company. Nominated companies are then interviewed and a selection of each fleet's drivers are surveyed. Phase two of the contest will be to divide the highest scoring fleets into small and large fleet categories, then the overall winners' names will be announced during TCA's Annual Convention in March.

National Safety Council Nebraska's Critical Breakfast Series

National Safety Council Nebraska is offering The Critical Issues Breakfast Series brings national-level speakers to share inspirational stories, leadership support, methods for transforming safety cultures, advice on avoiding/de-escalating confrontations, mock workers' comp trials, and more.  
These trainings are developed for safety directors, HR professionals, executives, risk managers, supervisors and business owners, and take place at the Regency Lodge in Omaha.

SMC DOT Certified Reasonable Suspicion Training for Supervisors

COURSE DESCRIPTION :
Part 382 of the Federal Motor Carrier Safety Regulations (FMCSR) requires driver supervisors receive 60 minutes of training dedicated to alcohol misuse AND 60 minutes of training dedicated to controlled substance abuse. This class meets Department of Transportation (DOT) requirements.
COURSE INCLUDES :

  • Physical, behavioral, speech, and performance indicators of probable misuses of alcohol and use of controlled substances
  • DOT regulatory requirements concerning drug testing and reasonable suspicion
  • Alcohol and drug testing basics
  • Reasonable suspicion process
  • Approaching a driver, handling difficult situations
This certified training will be offered in 2 locations: 
Feb. 10, Mid Plains Community College, North Campus, 1101 Halligan Dr., Room 202, North Platte
Feb. 11, NonProfit Hub, 211 N. 14th St., Lincoln

Both trainings will be held from 8 a.m. - 1 p.m. with lunch and a speaker provided.
