2016 State Transportation Improvement Program Update


At the February Board meeting, staff updated the SLOCOG Board on schedule changes affecting the adoption of the 2016 State Transportation Improvement Program (STIP) and the potential implications to SLOCOG’s surface transportation program. The surface transportation program approved in December by the SLOCOG Board was developed to be consistent with the Fund Estimate (FE) adopted by the CTC in July (No new highway funding was identified in the July FE). On January 21st 2016, revisions to the Fund Estimate were presented to the CTC by Caltrans Department of Budget and Finance. The revised Fund Estimate reduces the STIP by $800M, or approximately 30% of the five year capital improvement program. As a result, the CTC staff will direct regional agencies in the coming days to modify all programming recommendations with instructions to delete or delay projects. Revised programming recommendations will be presented to the SLOCOG Board March 2nd.

FY 2015/16 Low Carbon Transit Operations Program (LCTOP) Funding Awarded


The SLOCOG Board approved $291,301 in LCTOP funding to construct a new RTA/Paso Robles transit facility to accommodate expanded RTA Route 9 express service in the North County using 45 foot over-the-road (OTR) coaches. LCTOP provides operating and capital assistance for transit agencies with a priority on serving disadvantaged communities. Eligible LCTOP projects must meet all the following criteria:
 
1. Supports new or expanded bus or rail services, or expanded intermodal transit facilities. 

2. Recipient agency demonstrates expenditure:
  • Enhances or expands transit service to increase mode share, and
  • Reduces greenhouse gas emissions (GHG).
The new facility will increase, expand, and enhance transit service and efficiency in the North County. Staff will continue to coordinate with the County, RTA and the City of Paso Robles to secure the balance of funding and address the proposed River Trail multi-use path.

Edna-Price Canyon Trail Feasibility Study

 
At its February 3 meeting, the SLOCOG Board postponed a decision on adoption of this trail study. It will be back on the March 2 agenda. The postponement allows more time for staff to respond to comments on the trail segment through the Arroyo Grande Oil Field (AGOF), modify the study as appropriate, and make other finishing touches.  In the AGOF area, the draft study recommends an interim trail route along Price Canyon Rd., with the primary route – expected to be a long-term option – using an easement on the AGOF that will likely be accepted after cessation of oil field operations.

Best Workplaces for Commuters is a program designed to encourage sustainable transportation innovation nationwide. SLOCOG was recently presented with the Race to Excellence "Best Supporting Agency" Award for taking exemplary steps to offer support for transportation options such as vanpool and transit benefits or telework and compressed workweek for county employers. 

James Worthley assumes new role as SLOCOG Planning Director 


Former Senior Planner James Worthley was recently promoted to Planning Director following 17 total years of service at SLOCOG. James made his start at SLOCOG in July of 1996. He left the agency in 1999, but returned in 2001 and has continued to provide planning leadership to the agency over the past 14 years. Congratulations, James!
