Session Update- Week Six


Friday, February 19th concluded the sixth week of the 2016 legislative session. With 24 legislative days complete, we are nearing the very important “Crossover Day” deadline. Crossover day is the last day that Senate Bills can transfer or "crossover" to the House chamber with enough time to make their way through required committee hearings and a floor vote. As this deadline rapidly approaches, all legislators are working tirelessly to ensure bills pass out of their respective chamber.The General Assembly will be in session all five days this week as we continue to move towards, Sine Die, the last day of session. Listed below is a quick highlight of Senate action, covering legislative days 21-24.  

Senate Action


Expanding the Quality Basic Education Act
Senate Bill 329, which passed the Senate unanimously, will award students a high school diploma if they have completed college dual credit coursework and have earned certification to work in an “in-need” industry as defined by the Technical College System of Georgia. Additionally, SB 329 will expand HOPE scholarship eligibility to students meeting these requirements.

Providing Credit Services to Firearm Dealers
Senate Bill 282 makes it unlawful for companies providing credit or financial services to discriminate against any person, business, public entity or trade association engaged in the lawful sale of firearms or ammunition.

Carrying of Firearms by Retired Law Enforcement Officers
Senate Bill 270, which passed unanimously, will exempt qualified retired law enforcement officers from firearms licensing and carry restrictions in Georgia.

Franchise Employee Clarification
Senate Bill 277 clarifies that franchisees and employees of a franchisee are not considered employees of the franchiser.

Religious Expression at High School Athletic Events
Another major victory in regards to religious freedom, Senate Bill 309, allows student athletes to express their personal religious beliefs during sporting events. This bill also enables high schools, who receive state funding, to participate in athletic competitions with schools outside of their conference.

Pastor Protection Act / First Amendment Defense Act
We saw a major another major advancement for religious freedom this week in the Senate. House Bill 757, a bill protecting the free exercise of religious beliefs, received Senate approval Friday. The legislation protects pastors, ministers and other ordained individuals from being forced to officate marriage ceremonies that contradict their religious beliefs. The bill was merged with Senate Bill 284, the First Amendment Defense Act, which prevents state and local governments from taking punitive action against faith based organizations or individuals because of their beliefs with respect to marriage.
