Which States Are Most Likely to Legalize in 2016?
March 13, 2016

2016 will be a watershed year for marijuana legalization. While support for medical and adult use legalization is high within the states most likely to legalize, the passage of the measures is not guaranteed. Campaigns pushing the ballot initiative will need to raise enough capital to ensure they can fund a robust get-out-the-vote campaign during the election cycle. On the other hand, opposition campaigns will attempt to take advantage of the high voter turnout of the 2016 Presidential Election cycle. Opponents to marijuana legalization will try to mobilize a stronger coalition against the initiatives in a way that would not be possible in election cycles with lower turnout. National attitudes may have swung in favor of legalization but the practical realities of politics in a closely contested election year will be the final determinant of which new states pass legalization measures in 2016.
