2016 State Transportation Improvement Program Update
On January 21st, the California Transportation Commission (Commission) approved a reduced estimate of projected funding available for the state’s transportation program by $754 million over the next five years. The Commission's action, which was undertaken after careful review of current and projected financial information from numerous sources, marks the largest scaling back of the state's transportation program since the creation of the current funding structure nearly 20 years ago.
"What this means is that almost every county in California that relies on this source of funding for projects that improve traffic and air quality will have to cut or delay projects indefinitely," stated CTC Chair Lucy Dunn. "The commission adopted the most optimistic scenario we could make in good conscience, in the hope agreement will be reached on a number of reforms and new funding increases currently under consideration by the Legislature. But failing that, I fear we will be faced with even more Draconian cuts next year."
On March 3rd, the SLOCOG Board responded to the direction by the California Transportation Commission to address the reduced state transportation funding and deleted continued investments on the State Route 46W/US 101 interchange improvement project. SLOCOG also developed a funding strategy with the City of Arroyo Grande and Caltrans to phase the the Brisco Rd. interchange improvement project. It is likely the reduction in state transportation funding will further delay the ultimate implementation of interchange improvements at Brisco Rd, Grand Ave., and Camino Mercado. Caltrans District 5 is also faced with funding cuts on State Route 46 East. The 46E corridor widening project from US 101 to I5 will likely be cut by $20 million dollars and also experience delays in completing this much needed improvement project.

SLOCOG Adopts Edna-Price Canyon Trail Study!
At its March meeting, the Board unanimously adopted the Edna-Price Canyon Trail Feasibility Study. The study explored opportunities for, and constraints to, a path for walking, cycling, and equestrian use between SLO and Pismo Beach, through the Edna Valley and Price Canyon. It will now serve as an informational tool for our member jurisdictions to use when it comes time to building segments to complete this trail vision. SLOCOG’s partners – including SLO County, the Cities of SLO and Pismo Beach, and Caltrans – played a pivotal role in the planning process. The consulting team was led by Questa Engineering. An adopted version of the study is available at www.sloanza.com.
