How Can Responsible Data Be Compatible with Open Data?

We all collect and manage multiple data sets of sensitive and personal information. While we know we need to protect privacy and ensure data security, yet being responsible with data also means using it.

Principles of transparency and open data encourage us to think of at least some data as a public good which should be freely available to everyone, and there are organizations developing procedures to make this happen.

Oxfam GB has developed a data-deposit decision-making framework to help their staff know when, how and where to share data within the organization and externally,
The Girl Effect Mobile team have developed a Digital Privacy, Safety and Security toolkit to help assess when, why, how and with whom girlsâ€™ data might be collected and shared.

But these guides are just a start. There are a host of questions that the development community is only beginning to fully grapple with, like:

Why do we need to share data, and what do we hope to accomplish?
How can we share and open data while respecting the privacy of those whom data is about?
What policies and procedures should organizations have in place to guide staff on good practice?
What are the legal requirements, and how can we manage them across multiple jurisdictions?
How can organizations keep up-to-date on new data and security standards, and software?
How to balance the need for personally identifiable information and the threat of re-identification?
