Spring Fun Day!

Join the City for Spring Fun Day, on Sat., March 26, 11:00 am, at the Pollicita Gym & Field, located at 550 E. Market St. The free Egg Hunt and Field Day, for ages 2-12, includes a free egg hunt and goodie bags for the first 500 participants. Field games start at 11:00 am.

  • 12:30 pm - Grades 1/2

Daly City Fire Captain Talks Fire Safety in Tagalog SD
Watch this VIDEO to see Fire Captain Phil Cortijos describe the tragedy and devastation that fires cause here in our community. As a 27 year veteran of the department, Cortijos wanted to educate the entire community, and especially wanted to reach out, in Tagalog, to the Filipino community. Working with the California Fire Foundation, Cortijos helped create this short video, which teaches about fire safety, smoke alarms and candle and cooking fire safety.

Be Prepared for A Community-wide Emergency - Join the Daly City C.E.R.T. - Community Emergency Response Team 

One of the most effective ways to prepare for an emergency is to join CERT - the Community Emergency Response Team. The North County Fire Authority teaches CERT classes to prepare individuals on how to perform basic first-aid; light search and rescue; fire extinguisher training; how to build disaster supply kits, and much more! Most classes are held on Saturdays, starting on April 2, 2016.

Mother Minerva
 

Not every local lady living out her final days was quite as famous as the woman known world-wide as “Mother Minerva.” She lived in Daly City, or Colma. Her mailing address was simply “Minerva’s Fort, California State Highway, San Mateo County, Calif.”
 
Minerva was considered engaging, although sometimes “odd,” as well as mysteriously fascinating, colorful, patriotic, and somewhat quirky.
 
It is assumed that Minerva arrived in the Bay Area shortly after the 1906 earthquake and fire in San Francisco. Minerva’s story leaves much to the imagination. When, why, and how she came to Daly City/Colma is not certain. How she established her home is not certain. 
 
Minerva’s home was northeast of the intersection of El Camino and F Street at the then ethereal borderline between those emerging cities. It was easy to recognize. It was contrived of three post-earthquake shacks that had been hauled away from a San Francisco emergency shelter area. Placed side by side, the one-room shacks comprised “Minerva’s Fort.” Minerva patriotically displayed her beloved Stars and Stripes daily. 
 
Some years after her death, Minerva achieved world-wide recognition when Hearst journalist Robert Ripley mentioned her in his popular “Believe It Or Not” newspaper column. He saluted her as a veteran of four wars. She had served as a nurse in the Civil, Spanish American, Indian, and Crimean wars.
 
A native of Canton, Ohio, Minerva was born in 1832. Reportedly, she married US Navy Captain Louis Washington Hartman when both were on duty during the American Civil War (1861-65). It is not known when she became a widow. No children have been attributed to that union.
 
Minerva’s service to American servicemen took her around the world. She reportedly was one of the original 34 trainees that honed their skills in England with the famed nurse Florence Nightengale, “The Lady with the Lamp,” during the Crimean War (1853-56). Nightengale is credited with being the founder of modern nursing techniques. In later years, Minerva reportedly served with General George Custer (1876) during American Indian Campaigns as well as the Spanish-American War (1898) and the Philippine Insurrection (1899-1902).
 
In remembrance of her service, Minerva often wore a wide-brimmed Army campaign hat decorated with fabric ribbons of blue, yellow and red, denoting the U.S. Infantry, Cavalry, and Artillery. Military medals were displayed on her blouses and vintage khaki army jackets. In 1907, a grateful U.S. Congress bestowed upon her the title of “Mother of the Army and Navy.” In 1932 Minerva took a bus trip to Washington to aid a fight for Veterans’ bonuses.
 
Minerva enjoyed hosting afternoon tea at her home and befriending neighbors in need of brief childcare. One long-time local resident recalled when Minerva’s Fort was threatened by El Camino highway realignment. “She held them off with a shotgun,” wrote the informant. “When mom and I visited Minerva,” the writer included, “We waited for the #40 street car in the shelter of her house…she didn’t have a bathroom. If you were there (under the house) at the wrong time, it could be bad.”  
 
On March 25, 1937, fire destroyed “Minerva’s Fort” and Minerva.  She was 104 years active.
Works Project Administration (WPA) Sidewalk Stamp
This may be the last evidence of a WPA constructed sidewalk in Daly City. This piece of sidewalk was at the Northeast corner of Mateo Avenue and West Market Street. As the City has installed Americans with Disabilities Act (ADA) compliant ramps at most of the sidewalks, these stamps have disappeared. This piece was saved during the recent installation of curb ramps. The WPA was created in 1935 as a work program for the unemployed. Under this program, public roads, bridges, buildings and parks were built. The program ended in 1943. This piece of sidewalk was donated to the Daly City History Museum where it is on display.
Daly City Offers Sidewalk Repair Safety Program
The City is now offering services to assist property owners with their sidewalk maintenance responsibilities. Daly City property owners are responsible for maintaining the sidewalk adjacent to their properties. With this service property owners can choose to have the work performed by the City and pay the corresponding costs rather than finding their own contractor to perform the work.

The benefit to the property owners are reduced efforts required to procure and administer a contract and lower construction costs due to economies of scale. The City has an agreement with a contractor to perform sidewalk repair work throughout the City. 

Property owners can always elect to repair sidewalks on their own. Property owners are reminded that all sidewalk repair/replacement work requires an encroachment permit from the City prior to the commencement of any work. Encroachment permits are to be obtained from the Public Works Engineering office in City Hall at 333 90th Street.

When problems are identified with sidewalks adjacent to private properties, the owners are notified by the City and are required to repair/replace the sidewalks within established time frames. As allowed by the California Streets and Highways Code and outlined in the Daly City Sidewalk Maintenance Policy, if repairs are not completed within a specified time, the City would perform the work and seek payment from the property owners. If payment is not made by the property owners, liens on the properties would be made by the City.

Sidewalk maintenance is important for ensuring the safety of pedestrians in the community. Per Municipal Code 12.16.020, if someone is injured or property is damaged because of the condition of the sidewalk, property owners may be liable. Property owners are encouraged to inspect the condition of their sidewalks and be proactive in ensuring that tripping hazards are abated quickly.

Police Athletic League (PAL) Golf Fundraiser Tournament

The fundraiser benefits our community’s youth by providing athletic and educational opportunities to underserved youth. The PAL is a non-profit 501(c)(3) organization led by committed police officers and community member volunteers.  It was founded in 1957 with the mission to build a partnership between our youth, the police, and the community through recreational, athletic and educational programs designed to encourage youth to develop good citizenship and leadership, reduce the incidence of juvenile delinquency, and improve the quality of life as our young people grow up to become successful and contributing members of the community. In addition, the PAL provides up to two $1,000 educational college scholarships annually to two youth recipients. 
 
The golf tournament is held at the world renowned Olympic Club Lake Course and includes hot lunch and dinner. The tournament format will be "two person with one best ball" and "two person with one best ball blind bogey." Golf is limited to the first 144 golfers. Deadline to reserve your shirt size is Thurs., April 28, and deadline for entries is Tues., July 5.
