Named Person plan to commence in August 2017

Following the Supreme Court judgement, The Scottish Government has announced a three month period of engagement to gather input from practitioners undertaking the named person role, parents, charities, young people, those who support the policy and those with concerns.

The engagement plan is part of the Scottish Government’s wider work towards an intended commencement date of the service in August 2017.

Mr Swinney said:

“For the avoidance of any doubt, this Government remains absolutely committed to the named person service. The Supreme Court judgment does not dilute our commitment but it has required us to revise part of the legislation to ensure that it is compatible with the ECHR.

“I am keen to commence the provisions of this Act as early as possible. However I am also keen to pursue an inclusive approach – one that takes this Parliament, stakeholders and the wider public with it.

Following the three month engagement work, Mr Swinney will return to Parliament and outline the next steps to amend the information sharing provisions of the Children and Young People (Scotland) Act 2014.

Childcare Modern Apprenticeship opportunities

Glasgow Clyde College is seeking expressions of interest from any Early Years organisation looking to recruit a Modern Apprentice.

Just like any other employee, you would pay your Modern Apprentice’s wages. Skills Development Scotland then pay towards the cost of training; your business pays the balance. Glasgow Clyde College may be able to access funding to pay your Modern Apprentice salary costs.

Joint Inspection of Services for Children and Young People in Glasgow

The Care Inspectorate are leading a joint inspection of services for children and young people in the Glasgow Community Planning Partnership Area. This is part of a series of inspections across Scotland and involves Education Scotland, Healthcare Improvement Scotland and HM Inspectorate of Constabulary for Scotland.

The inspection will be conducted between Monday 21st November and Friday 21st January. The inspections are

  • User-focused: involving people who use services in the design and delivery of scrutiny
  • Outcome-focused: targeting inspection at improving the quality of outcomes for the most vulnerable children and young people
  • Partnership-orientated: emphasising the effectiveness of partnership working to improve outcomes for children and young people, making best use of resources
A number of third sector organisations will be taking part on the inspection and the results will be available in 2017.

City-wide Children, Young People and Families Forum

The Everyone’s Children Project held two very successful and well attended events in May and June this year which discussed the establishment of a city-wide forum for third sector organisations with an interest in children, young people and families. There was general enthusiasm for the idea and we’re taking it forward.
 
The aim of the forum will be to provide a more coherent strategic voice for the third sector on these issues, to improve partnership working between organisations and with statutory agencies, and improve training and development for the sector in response to legislative changes. The forum would be part of Glasgow’s Third Sector Interface, which represents all voluntary organisations in the city.

Consultation on Scottish Social Security System

The Scottish Government published a document 'A New Future for Social Security in Scotland', in March which made  a commitment to work with people across Scotland to determine how best to use the new social security powers which will be devolved by the Scotland Act 2016. The Scottish  Government have now published a consultation document on their proposals.  This includes £2.7 billion of welfare spending and the establishment of a new Scottish Social Security Agency to administer benefits. They are looking for active participation in the debate.  The consultation closes on the 28th October 2016.

Scottish Government pledges to improve childcare

First Minister NIcola Sturgeon told the SNP conference that her government has ambitions to improve the lives and education of the country's children. This includes a ‘root and branch’ review of the care system will look at its practices, culture and ethos, and will be "driven by those who have experience of care".

She also announced a national consultation with parents on "how to do things differently" when the amount of free child care is increased to 1,140 hours a year by 2020.

For the very youngest children, the Scottish Government will start to provide Scandinavian-style baby boxes in pilot areas from January 1, 2017.

Closing the Attainment Gap
Monday 24th October 2016 2pm to 4pm
The Albany

Children from low-income households do less well in education than children from higher-income households.  The focus to date has been on schools, and what they can do to close the gap, but the third sector has a bigger offer to make.  We believe that decent housing and community based services outwith formal education will contribute directly to closing the attainment gap by reducing the worst impacts of poverty.  

This conversation cafe event is aimed at third sector staff and volunteers at any level, who wish to contribute to the discussion.  The aim of the event is to identify how the third sector can help, and what changes or resources we require from our public sector (and other) partners to play our part.

The Good Employer Review - FREE offer

Being an employer can be a complicated business these days. With new employment law coming thick and fast it can be hard to keep up to date….and keeping up with the law is just one side of the story. Good employment practices are also important.
What is involved?
The Good Employer Review is a quick process that will help you look at your employment practices in a systematic way to see how your organisation measures up against best practice and employment law. 
The Good Employer Review will be carried out by Linden Stables who manages the
Employers Advice Service at GCVS.   The process is friendly, informal and supportive. The idea is to see what you’re doing right already, and to build on that…..not to catch you out! You will get a report showing the areas for recommended improvements.
How much will it cost?
GCVS’ Everyone’s Children Project, thanks to funding from the Scottish Government, is able to offer a number of FREE places to small third sector organisations working with Children, Young People and Families. All it takes is an hour or two of your time.

Wellbeing Network North West
14th December 2016
The Albany

Wellbeing Network North West is open to all third sector organisations in the North West of Glasgow who have an interest in children, young people and families. The next meeting of the network is on 14th December at the Albany. The topic, requested by members, is Welfare Reform and the Scottish Social Security proposals. Events are free and provide an opportunity to network, learning and discussion and refreshments.
