A Message from Your County Manager

Davie County Residents,
It's easy to tell that Spring has sprung here in Davie County! The frenzy of activities taking place across the county, the beautiful flowers in bloom and a vibrant energy that is created when residents take advantage of all that is taking place locally is a sure sign.  The activity within county government is much like this new season we are in and we are pleased to provide you with this edition of the County Connection that gives you a glimpse of your county at work.

Paul Moore Joins the County as Director of Recreation and Parks
Paul Moore officially began in his new role as Director of Recreation and Parks on April 1.  Moore, a graduate of the Citadel, brings a wealth of knowledge with him to Davie County including more than 20 different achievements and certifications pertaining specifically to management in the field of Parks and Recreation. His experience includes overseeing a staff of three in Salisbury that managed multiple facilities and identifying activities (both new and old) that contribute to a positive quality of life.

Moore’s initial responsibilities will include facilitating a smooth transition of recreation services from the Town of Mocksville to the County of Davie, identifying ways to staff this newly formed department and starting conversations in the community to engage and promote feedback on the master plan that was put together in 2013 prior to passage of the $5 million recreation bond (in 2014).

Budget Process for FY 2016-17

The county is actively engaged in the annual budget process. Departments throughout the organization are involved and the following schedule is in place to ensure a balanced budget is adopted by July 1, 2016. Residents should know that no property tax increase will be included in the upcoming year's budget.
  • Recommended Balanced Budget Presented to County Commissioners:  May 16
  • County Departments Present to County Commissioners:  May 25
  • Public Hearing on Recommended Balanced Budget:  June 6
  • Commissioners Approve and Adopt Budget:  July 1
East Davie Wastewater Project News
Due to circulating misinformation, we would like to provide answers to questions we are receiving. The county is proceeding with the same plan that was presented and approved last year--no changes have been made. There is no wastewater “plant” proposed. The plan has always been to construct a lift station located near the #6 hole in Bermuda Run West Golf Course. This lift station will be the portion of the project that pumps sewage to the new pump station that is planned on the property located on Underpass Road.
Again, no plans have been changed and the inclusion of a lift station at this location has always been a part of the approved project. We hope this communication helps to alleviate any concern and clarify misinformation.
County and School System Sign Interlocal Agreement
Davie County and Davie County Schools approved an interlocal agreement in April that will be in effect for 2016-18.  Interlocal agreements are written contracts between local government agencies that involve the joint operations and budgets of two or more local government agencies.  The agreement between Davie County and Davie County Schools was unanimously adopted by the Board and will provide the school system with approximately $257,000 in additional current expense funding next year.  This additional funding will assist the school system in identifying how to address more than $1 million in reductions due to state budget allocations.
