2030 Districts Update
As of January 2015, there are eight established 2030 Districts and seven emerging 2030 Districts forming. Current Districts include: Seattle, Cleveland, Pittsburgh, Denver, Los Angeles, Stamford, Dallas, and San Francisco. These Districts represent over 210 property owners, 100 professional and 80 community stakeholders. The square footage of committed real estate also continues to expand. The total building area in the 2030 District Network currently exceeds 170 million square feet.
Emerging Districts include: Albuquerque, Ann Arbor, Detroit, San Antonio, Ithaca, Toronto, and Portland. We look forward to following the progress of these emerging Districts!

Cleveland 2030 District Goals
To give a refresher, here are the goals set for the new and existing development in the Cleveland 2030 District:
Existing Buildings and Infrastructure Operations
- Energy Use: A minimum of 10% reduction below the national average by 2015 with incremental targets, reaching a 50% reduction by 2030.
- Water Use: A minimum of 10% reduction below the District average by 2015 with incremental targets, reaching a 50% reduction by 2030.
- CO2e of Auto and Freight: A minimum of 10% reduction below the current District average by 2015 with incremental targets, reaching a 50% reduction by 2030.
New Buildings, Major Renovations and New Infrastructure
- Energy Use: An immediate 60% reduction below the national average with incremental targets, reaching carbon neutral by 2030.
- Water Use: An immediate 50% reduction below the current District Average.
- CO2e of Auto and Freight: An immediate 50% reduction below the current District Average.

Board of Directors Update
We would like to welcome Rex Lewers, LEED AP BD + C to the Cleveland 2030 District Board of Directors. Mr. Lewers is currently the Vice President of Office Interiors and Sustainability at The Albert M. Higley Company. He earned a B.A. in Architecture from Iowa State University and began his career in the residential construction industry. Mr. Lewers earned his MBA from Baldwin Wallace College and joined The Albert M. Higley Company as a Project Manager within the Commercial Interiors Group. He became its group leader and a Vice President in 1997. We are delighted that he has offered his service and commitment to the Cleveland 2030 District Board of Directors.
Thank you to Dr. Michael Bankey, retired Vice President of Cuyahoga County Community College. We appreciate his past service to Cleveland 2030 District Board of Directors and wish him the best!

Energy Management Package Tutorial for HVAC Professionals
Although small buildings (< 50 ksf) account for nearly half of the energy use in the US commercial stock, they represent an under-served sector in the delivery of energy efficiency. Therefore, there is tremendous potential for simple low-cost solutions that can effectively address this portion of the market. While small buildings may not have on-site energy or facilities management staff, they are regularly served by HVAC contractors, presenting an opportunity to deliver energy management services at low transaction costs - on the order of hundreds of dollars per year. In response, Lawrence Berkley National Laboratory has developed the contractors' Energy Management Package (EMP), which can be offered as part of standard service contracts. The Energy Management Package includes analysis of building energy data, a one-hour onsite walkthrough, communication with the building owner, and checking of results. This data-driven approach tracks performance and identifies improvement opportunities, using guidelines and worksheets to streamline the process and minimize training. It is unique from, but often complementary to conventional quality maintenance or retrofit-focused programs that target the small commercial sector.
In this 2 to 2 1/2 hour webinar class, you will learn how to deliver the EMP, and identify low- and no-cost operational improvements in small commercial buildings. The instructors will provide: access to the package, an overview of each of the technical elements; guidance on how to access customer data and free or low-cost analysis tools. In addition to these technical topics, we will discuss the business model and value proposition for both the contractor and the customer, with lessons learned from pilot demonstrations.

Automatic Meter Readings in Cleveland
In recent years, Automatic Meter Readings (AMRs) have become a growing trend in the utility industry. This innovative technology allows for off-site meter readings, as opposed to manual meter readings. The implementation of AMRs is proven to be more cost effective and Green due to a decreased need for service vehicles. Fewer vehicles means lower carbon emissions, as well as a decrease in the costs associated with vehicle maintenance and fuel.
Cleveland's program, called "Clear Reads", provides AMRs for residences and businesses. There is no cost for the installation of this meter upgrade. The AMRs guarantee customers accurate bills, based on consumption. The system collects information hourly, which enables it to detect malfunctioning meters or leaks in a timely manner. This system eliminates "estimated bills", providing more accurate invoicing. Eventually, customers will be able to access their information on-line and sign up for leak alerts to be proactive in managing their accounts.

COSE Green Lease Event
On January 28th, COSE is offering an informative session on Green Leases. This class includes information on how to better manage your energy and water issues through innovative lease agreements. Building owners, property managers, tenants, and brokers are encouraged to attend.
If possible, participants should bring current leases or standard lease forms to the event. Participants will be able to receive real-time feedback on how to equally align the costs and benefits of energy efficiency investments. Green leasing terms realign incentives, facilitate information sharing, and encourage landlord and tenant to work together on the efficient use of energy and other resources.
As part of COSE’s comprehensive energy services, this project is supported by the Cleveland 2030 District, the City of Cleveland Mayor’s Office of Sustainability, and Sustainable Cleveland 2019. This will be the second offering in a series of COSE & Institute for Market Transformation events. Both previous participants and newcomers are welcome to attend.
