New York Attorney General Schneiderman has sent a letter to the national JUCO offices in Colorado asking for clarification on the rule that limits sport participation to student-athletes who spent at least three years in a U.S. high school before enrolling at a JUCO, if interpreted accurately, the rule would be in conflict with state & federal laws including Title VI of the Civil Rights Act, there are more than 40 JUCOs in the state - link
