Background Information

Access to decent and affordable housing is a fundamental right, recognized at the international level and in more than one hundred national constitutions. The Charter of fundamental rights of the EU includes the right to social and housing assistance (Article 34).

The global economic and financial crisis of 2008 made European policy makers aware of the key role housing must play to achieve a stable economy and social cohesion. This resulted in a number of initiatives at European level as
