About the Publication 

Following our “Housing Europe Review of 2012”, the team of researchers of our European Ηousing Οbservatory presents “The State of Housing in the Union – 2015 report”.
This updated edition is the only study on housing in the European Union which offers: 
  • an overview of detailed trends and statistics per country 
  • cross-country analysis of the housing trends and
  • a compilation of the most significant policy updates and their interlinkages with EU policy developments.
  • Case studies featured will include housing finance post-2008, energy efficiency measures, social integration, innovation in public policy and governance


Background Information

Access to decent and affordable housing is a fundamental right, recognized at the international level and in more than one hundred national constitutions. The Charter of fundamental rights of the EU includes the right to social and housing assistance (Article 34).

The global economic and financial crisis of 2008 made European policy makers aware of the key role housing must play to achieve a stable economy and social cohesion. This resulted in a number of initiatives at European level as
  • greater support to housing by the European Structural and Investment Funds 2014-2020
  • the recognition of housing as important area of social investment for the EU
  • increased attention to the stability of national housing markets and policies in the European economic governance process
  • the call by the European Parliament for an EU action framework for social housing
  • the extension of the notification-exemption of state aid rules regarding Services of General Economic Interest such as social housing and most recently
  • the Junker Plan shows the potential to act as catalyst for the financing of social housing and associated investment in Community development.
