ICD-10 Is Safe So Far

The House of Representatives is expected to vote today on HR 2, the Medicare Access and CHIP Reauthorization Act, which, if passed, would permanently replace Medicare's Sustainable Growth Rate (SGR). The bill does not include any language related to ICD-10. Yesterday the House Rules Committee unanimously voted to close HR 2 and not allow any amendments to the bill. An amendment was proposed by Rep. Gary Palmer (R-AL) calling for a delay of ICD-10 implementation, but was not added to HR 2. In March of last year, an ICD-10 delay was slipped into legislation creating a temporary fix to the SGR. But unlike last year's SGR patch, which was the 17th of its kind Congress has passed in 12 years, the current bill would repeal and replace the SGR formula for good.

CMS issues draft Stage 3 rules for EHR incentive program

Draft regulations the CMS issued recently would make significant changes to the federal incentive program that requires doctors and hospitals to adopt and meaningfully use electronic health records.  With some exceptions, hospitals, physicians and other eligible professionals would be expected to conform to the rules (PDF) by 2018.  Physicians and hospitals have lobbied aggressively for the CMS to relax the program's parameters. The agency said in January it would issue separate regulations narrowing the reporting period to 90 days for attesting to meeting the requirements for 2015.  The proposed rule would require nearly all providers to report on a full calendar-year cycle beginning in 2017 and would require electronic reporting of clinical quality measures.

'Doc fix' bill would overhaul health IT policy, too

The bill introduced Thursday to replace Medicare's sustainable growth-rate formula for physician pay would also significantly alter federal policy on health information technology. Lawmakers avoided making any changes to the timeline for requiring the industry to switch to ICD-10 diagnostic and procedure codes. Last year's temporary "doc fix" included a stealthily added delay of the conversion. But the legislation's merit-based incentive payment system would fundamentally change the government's program promoting the adoption and "meaningful use" of health IT. Under the current program, failure to meet meaningful-use requirements will trigger penalties beginning this year. Under the SGR bill, meeting the standards would yield a bonus.

Senate Hearing Debates Meaningful Use Success

A hearing last week, "America's Health IT Transformation: Translating the Promise of Electronic Health Records Into Better Care," convened by the Senate Committee on Health, Education, Labor, and Pensions (HELP), was the first HELP committee hearing on health IT since the HITECH Act was passed in 2009. The panel of health IT stakeholders at the hearing included AHIMA Past-president Angela Kennedy, EdD, MBA, RHIA, and addressed why many providers are not participating in the "meaningful use" EHR Incentive Program.
